The Department of Public Works and Infrastructure (DPWI) has released a tender for the appointment of a multi-disciplinary professional team to provide Civil and Structural Engineering Services for the Polokwane Dog School. The project entails the condition-based maintenance of all building units at the facility, which is situated at Silicon Road in Polokwane. This is an open-tender request (Tender No: PLK26/04) with a closing date of 21 April 2026.
The successful service provider will be responsible for leading the professional team, acting as the principal agent, and guiding the project from inception through to close-out. This includes design development, documentation, procurement, and full contract administration during the construction phase. The scope is defined by the 2023 NDPWI Scope of Engineering Services and Tariff of Fees, requiring the consultant to manage the project’s technical, financial, and contractual obligations.
Project Scope & Key Deliverables
- Services Required: Multi-disciplinary professional services, specifically Civil Engineering and Structural Engineering.
- Project Type: Condition-based maintenance of all building units.
- Project Duration: The estimated design period is 6-8 months, with a construction period of 24 months.
- Principal Agent Role: The appointed engineering consultant will act as the principal agent, leading the professional team and administering the construction contract.
Mandatory Submission Requirements
Bidders must ensure strict compliance with the returnable documents listed in the tender. Failure to submit the following will result in disqualification:
- Fully completed and signed Form of Offer and Acceptance (C1.1).
- DPW-09 (PSB): Particulars of Tenderer’s Projects.
- Completed Activity Schedule for Value Based Fees (C2.2.2).
- Proof of valid Professional Indemnity Insurance (minimum R1.5 Million).
- Certified copies of ECSA professional registration certificates for both Civil and Structural Engineering.
- Proof of registration on the National Treasury’s Central Supplier Database (CSD).
- PA-15.1, PA-15.2, or PA-15.3: Resolution authorizing the signatory.
Functionality & Risk Evaluation Criteria
A two-stage evaluation process is in place. Bidders must achieve a minimum functionality score of 60 out of 100 to qualify for further consideration. Functionality will be assessed on:
- Resources (45 points): Number of registered professional engineers (3 or more scores maximum points).
- Management (35 points): Portfolio of evidence and references for relevant projects completed in the past 10 years.
- Financial Credibility (20 points): Bank rating letter from a banking institute (A rating scores maximum points).
Following functionality, a risk assessment will evaluate technical risks (experience, performance, human resources) and commercial risks (financial viability).

- Closing Date: Tuesday, 21 April 2026 at 11:00.
- Briefing Session: A non-compulsory site clarification meeting will be held on Wednesday, 08 April 2026 at 11:00 at the Polokwane Dog School (GPS Coordinates: 23.93536° S, 29.47415° E).
