South African National Parks (SANParks), in collaboration with the Culture, Arts, Tourism, Hospitality and Sport Sector Education and Training Authority (CATHSsETA), invites accredited service providers to submit quotations for the provision of field guide training to twenty-four learners in Addo Elephant National Park. This high-impact skills development project aims to address priority sector skills needs and support sustainable employment within the tourism and conservation value chain.
Comprehensive Training Scope Across Two Phases
The appointed service provider will deliver a customised field guiding course over a 4 to 6-month period, structured in two phases:
- Phase 1 (2-3 months): Covers unit standards including creating a guided experience for customers, conducting a guided nature experience in a limited geographical area, and caring for customers. Total credits: 44.
- Phase 2 (2-3 months): Covers advanced unit standards such as conducting a guided nature experience, tourist guiding activity, minimising safety incidents, and researching a guided experience at a prominent tourism site. Total credits: 26.
Key Deliverables and Training Requirements
The successful bidder must:
- Provide face-to-face theoretical training and monitor practical training progress at host employer sites.
- Supply all required training materials and register learners with CATHSsETA within one month of programme commencement.
- Submit monthly attendance registers, progress reports, and a close-out evaluation report.
- Issue statements of results and competency certificates to competent learners.
- Facilitators must be willing to stay at the National Park for the duration of the theory training.
Mandatory Compliance and Accreditation Requirements
To be considered, bidders must submit proof of accreditation for the specific unit standards listed in the scope of work. Failure to comply with this mandatory requirement will result in disqualification.
Functionality Evaluation with 75% Threshold
Bids that meet the mandatory requirements will be evaluated on functionality criteria, with a minimum qualifying threshold of 75%:
- Experience (30 points): Track record in accredited training for unemployed youth, supported by contactable reference letters.
- Methodology (20 points): Detailed project implementation plan covering both phases with clear timelines.
- Team Leader Qualifications (20 points): NQF Level 6 qualification and 3 years of experience in managing training projects.
- Team Members Qualifications (20 points): Registered assessors with assessor certificates for the specified unit standards.
Preferential Procurement and Pricing
Bids that achieve the functionality threshold will be evaluated on an 80/20 price and specific goals preference point system:
- Price: 80 points.
- Specific Goals (20 points): Points awarded for enterprises owned by black people (up to 10 points) and enterprises owned by women with at least 30% shareholding (up to 10 points).
Bidders must submit a valid B-BBEE Status Level Verification Certificate or Sworn Affidavit to claim preference points.
