The Eastern Cape Department of Health has published a tender for the provision of printing services to Lilitha College of Nursing. This tender, designated SCMU3-25/26-0276-NMB, seeks to appoint a suitably qualified service provider for a period of thirty-six months to produce a wide range of academic and administrative materials.
Scope of Work: Comprehensive Printing and Binding Services
The appointed service provider will be responsible for the design, printing, and binding of essential college materials. These include:
- Academic Materials: College curriculum, study guides, workbooks, textbooks, and test books.
- Registers: Lecture registers and midwifery registers.
- Examination Materials: Exam books with security features and perforated slips.
- Certificates: Graduation certificates with security features as per college specifications.

All items must be delivered to the Lilitha College Central Office in East London. The contract will operate on an “as and when required” basis, with delivery expected within 30 days of receipt of an official order.
Mandatory Requirements and Compulsory Briefing
To qualify for evaluation, bidders must meet strict mandatory criteria. Failure to comply will result in disqualification. Key requirements include:

- Experience: Contactable reference letters for previous similar work.
- CSD Registration: Proof of registration on the Central Supplier Database.
Evaluation Process: Four Stages
The bid will be evaluated in four stages:
- Stage 1: Administrative Compliance – Verification of completed SBD forms (SBD 1, SBD 3.2, SBD 4, SBD 6.1).
- Stage 2: Mandatory Requirements – Confirmation of briefing attendance, technical capability, financial capacity, and experience.
- Stage 3: In Loco Inspection – On-site verification of resources and equipment listed in the mandatory stage.
- Stage 4: Price and Specific Goals – Evaluation using the 80/20 preference point system.
Price and Specific Goals (80/20 System)
The final evaluation applies the 80/20 preference point system:
- Price (80 points): Scored using the formula Ps = 80 (1 – (Pt – Pmin) / Pmin).
- Specific Goals (20 points): Points allocated as follows:
- Historically Disadvantaged Individuals (HDI) – Race: 4 points; Women: 4 points; Disability: 4 points.
- Youth: 4 points.
- Military Veterans: 2 points.
- Locality (Eastern Cape-based suppliers): 2 points.
Bidders must submit supporting documents (CIPC certificates, medical reports, municipal accounts, or letters from the Department of Military Veterans) to claim these points.
Submission Instructions and Closing Date
All bids must be submitted online via the eTender Portal (www.etenders.gov.za) using the eSubmission functionality. Bidders must log in with their CSD credentials and upload all required documents in the designated sections. Bids must remain valid for 120 days from closing.
