uMngeni-uThukela Water invites qualified cleaning service providers to submit bids for the provision of comprehensive cleaning services at its Pineside Regional Offices under Tender 2026/009. This five-year contract opportunity supports operational excellence at one of KwaZulu-Natal’s key water utility facilities while offering compliant service providers long-term engagement with a critical public entity.
Tender Overview and Service Scope
- Comprehensive cleaning of offices, boardrooms, kitchens, canteens, clinics, toilets, showers, windows and yard areas
- Supply of environmentally friendly cleaning consumables, equipment and PPE
- Provision of trained, uniformed cleaning staff with SHEQ legal training and annual medicals
- Waste management, sanitisation, carpet shampooing and specialised cleaning tasks as required
Mandatory Compliance Requirements
Bidders must submit:
- Valid COIDA Letter of Good Standing and BCCCI registration certificate
- National Contract Cleaners Association (NCCA) membership certificate
- Proof of business location within eThekwini Municipality
- Completed SBD4 Declaration of Interest and CSD registration report
- Black-owned cooperative documentation where applicable
Compulsory Briefing and Site Inspection
A mandatory briefing session will be held on Wednesday, 08 April 2026 at 11:00 at uMngeni-uThukela Water Pineside Region, 13 Pineside Road, New Germany, 3610. Bidders who fail to attend will be automatically disqualified. Attendance certificates must be signed by both bidder and UUW representative.
Functionality and Evaluation Criteria
Proposals undergo three-stage evaluation:
- Stage 1: Administrative compliance with mandatory documents
- Stage 2: Functionality scoring (minimum 70/100 required) assessing company experience (60%) and key personnel qualifications (40%)
- Stage 3: Price and preference points using the 80/20 system with specific goals for HDI ownership
Submission Guidelines and Deadlines
Bids close strictly at 12:00 on Thursday, 30 April 2026. Completed tender documents must be deposited in the tender box at uMngeni-uThukela Water Head Office, 310 Burger Street, Pietermaritzburg, 3201. Late, faxed or emailed submissions will not be considered. Proposals must remain valid for 120 calendar days from closing date.
