Transnet, in partnership with the National Empowerment Fund (NEF), has officially launched the NEF/Transnet SMME Fund, a R100 million initiative designed to empower and grow black-owned small and medium enterprises within Transnet’s value chain. This five-year partnership aims to strengthen local manufacturing capacity and reduce reliance on imports.
The Fund provides a unique combination of debt financing and equity contributions, with Transnet contributing an interest-free loan and the NEF matching contributions on a 50:50 ratio for commercially viable transactions. This strategic collaboration seeks to create sustainable economic participation for qualifying black-owned businesses.
Funding Objectives and Strategic Focus
The NEF/Transnet SMME Fund is designed to address key areas of intervention for SMMEs, ensuring efficient and consistent supply to Transnet. The strategic objectives include:
- Identifying and developing specific supplier development opportunities.
- Incorporating business support for enterprises, particularly those in rural areas.
- Conducting value-chain assessments to identify enterprise and supplier development opportunities.
- Partnering with government departments and institutions to enhance funding mechanisms.
Eligibility Criteria
To qualify for funding, applicants must meet the following strict criteria:
- Be a registered legal entity in South Africa (Companies Act, Close Corporations Act, or Co-operatives Act).
- Be a taxpayer in good standing with a valid tax clearance certificate.
- Be a potential or current registered supplier with Transnet, or possess a purchase order, contract, or letter of intent.
- Be majority black-owned (51% or more) and black management controlled, classified as an Exempted Micro Enterprise (EME) or Qualifying Small Enterprise (QSE) under the B-BBEE Codes.
- Prove commercial viability and sustainability as per NEF funding criteria.
- Conduct business and create or maintain employment within South Africa.
Non-Financial Support and Training
Beyond financial assistance, the NEF offers comprehensive business skills training to emerging and established black entrepreneurs. Training modules cover:
- Finance, Marketing, Human Resources, Tendering, and Legal Compliance.
- Guidance on raising funding from private and public sector institutions.
- Mentorship support and business recovery strategies based on baseline assessments.
