The Energy and Water Sector Education and Training Authority (EWSETA) invites qualified communications agencies to submit quotations for the provision of public relations, social media development, design, and maintenance services under RFQ EWSETA/RFQ/096/2025-26. This six-month interim contract supports EWSETA’s strategic communications objectives while a long-term service provider is appointed.

Scope of Services and Deliverables

  • Development and implementation of PR and media relations strategies aligned to EWSETA programmes
  • Social media management across platforms including content scheduling, engagement monitoring, and analytics reporting
  • Digital design services for social media tiles, banners, email signatures, and campaign visuals
  • Internal and external newsletter development with copywriting, editing, and layout services
  • Media monitoring, sentiment analysis, and share-of-voice reporting via a configured intelligence platform

Evaluation Process and Criteria

Proposals undergo three-stage evaluation:

  • Stage 1: Administrative compliance (CSD registration, tax clearance, SBD forms)
  • Stage 2: Technical functionality (minimum 75/100 points required)
  • Stage 3: Price and specific goals using the 80/20 preference point system

Mandatory Bidder Requirements

  • Minimum eight years’ proven experience in public relations, media relations, and social media management
  • Key personnel holding NQF Level 7 qualifications or higher in communications-related fields
  • Three contactable reference letters from clients within the past three years for similar scope work
  • Valid Central Supplier Database (CSD) registration and SARS tax compliance status

Submission Guidelines and Deadlines

Quotations close strictly at 13:00 on Friday, 27 March 2026. All submissions must be emailed to scmadmin@ewseta.org.za with the RFQ reference number clearly indicated. Late, faxed, or hand-delivered quotations will not be considered. Bidders must confirm VAT registration status; non-declaration may result in disqualification.
