Air Traffic and Navigation Services (ATNS) invites qualified service providers to submit quotations for the supply and delivery of refreshments across four KwaZulu-Natal airports. Tender reference ATNS/FALE/RFQ21/2025/26_REFRESHMENTS_RE-ADVERT closes on 03 April 2026 at 11:00. This three-year, rate-based contract operates on an as-and-when-required basis for FALE (King Shaka International Airport), FAVG (Virginia Airport), FAPM (Pietermaritzburg Airport), and FARB (Richard’s Bay Airport) ATSUs.
Service Scope and Delivery Requirements
The appointed provider must supply refreshments including:
- Dairy products (full cream, low-fat, lactose-free, plant-based milk)
- Beverages (tea, coffee, hot chocolate, fruit juices, cordials)
- Consumables (sugar, sweeteners, biscuits)
- Cleaning supplies (dishwashing liquid, bleach, washing powder, fabric softener)
Bidders must demonstrate capacity for timely, scheduled deliveries and flexibility to respond to short-notice requests across all four locations. ATNS reserves the right to appoint more than one service provider.
Eligibility and Mandatory Documentation
Bidders must submit:
- Valid SARS Tax Compliance PIN or CSD number
- Valid B-BBEE certificate or sworn affidavit
- Latest CSD full report and CIPC registration documents
- Completed SBD forms (SBD1, SBD4, SBD6.1)
- Proof of locality footprint for bidding area (municipal bill or lease agreement)
- Quotation on company letterhead aligned to ATNS pricing schedule
Evaluation Criteria and Preference Points
Quotations will be evaluated using the 80/20 preference point system:
- Price: 80 points
- Specific Goals: 20 points (51% Black ownership: 10 points; 30% Black women ownership: 10 points)
Proposals must remain valid for 60 days from submission. ATNS may request additional information within seven working days during evaluation.
