Stellenbosch Municipality has officially released an open tender for the appointment of a panel of small contractors to handle general maintenance and minor building alteration works across the municipal area. This tender represents a valuable opportunity for qualified contractors to secure a place on a rotational panel for a 12-month period, operating on an “as-and-when” required basis.

Tender Overview and Key Dates

The tender, identified as BSM 86/26, invites contractors to submit bids for a panel appointment covering various artisan disciplines. The contract period runs from 1 July 2026 to 30 June 2027, with work being allocated on an as-needed basis. The closing date for submissions is 20 April 2026 at 12:00 PM.

Key Requirements:

  • CIDB Grading: Contractors must hold a CIDB grading of 1EP, 1EB, 1GB, 1ME, 1SM, 1SN, or 1SO (or higher).
  • Validity Period: Bids must remain valid for 180 days after the closing date.
  • CSD Registration: Bidders must be registered on the Central Supplier Database (CSD) to conduct business with the municipality.

Scope of Works and Artisan Categories

The tender covers a wide range of general maintenance services. Contractors may bid for any or all of the specified artisan categories, with a panel of up to five successful bidders appointed per category.

    • Plumber
    • Electrician
    • Brick Layer
    • Painter
    • Welder
    • Swimming Pool Specialist
    • Carpenter

All work will be performed on an “as-and-when” basis, with individual projects not exceeding R300,000.00 per assignment.

Response Times and Emergency Services

Successful contractors must provide a 24/7 emergency call-out service, with response times categorized according to urgency. Bidders must confirm their ability to meet these stipulated timeframes.

  • Emergency Response: Immediate response within 1 hour for events posing risk to health, safety, or critical equipment.
  • Urgent Response: Response within 4 hours for failures that could significantly affect services.
  • Routine Response: As requested by the Municipality for non-urgent maintenance.

Evaluation and Preference Points System

The tender will be evaluated using an 80/20 preference points system, with points allocated as follows:

  • Price: 80 points
  • B-BBEE Status Level of Contributor: 10 points
  • Locality (within Stellenbosch Municipality WC024): 10 points

Bidders must submit valid proof of their B-BBEE status level and proof of locality (such as a municipal account, lease agreement, or sworn affidavit) to claim these points.

Mandatory Submission Requirements

To ensure compliance, bidders must submit a complete tender package. Failure to provide any of the following may result in disqualification.

  • Required Documentation:
    • CIDB contractor registration certificate.
    • Valid Tax Compliance Status (TCS) PIN or CSD number.
    • Proof of registration on the Central Supplier Database (CSD).
    • Letter of Good Standing from the Compensation Commissioner (COIDA).
    • Letter of Good Standing from the Building Industry Bargaining Council.
    • Completed and signed MBD forms (4, 6.1, 8, 9, 10).
    • Minimum of three contactable references for similar projects completed within the last three years, each with a value exceeding R30,000.
