Greater Kokstad Local Municipality has issued Request for Quotation GKM-Q/76/25/26 for the provision of accredited training services to Expanded Public Works Programme (EPWP) participants. This strategic procurement targets CETA-accredited training providers capable of delivering practical construction skills development to empower unemployed community members in Kokstad, KwaZulu-Natal.
Tender Overview and Training Scope
The RFQ seeks experienced training service providers to deliver five accredited construction modules to 40 EPWP participants at the Shayamoya site camp:
- Install Gabion Baskets on a construction site
- Erect and maintain road construction site elements
- Install road markers and traffic safety infrastructure
- Set out pipes, culverts and transfer levels
- Working with concrete and basic masonry techniques
All training must be delivered by CETA-accredited facilitators, assessors and moderators with valid accreditation certificates not older than six months.
Mandatory Accreditation Requirements
Bidders must submit proof of:
- Valid registration with CETA or relevant accredited institution for construction training delivery
- Certified copies of facilitator, assessor and moderator accreditation certificates with detailed CVs
- Company profile demonstrating relevant experience in EPWP or construction training programmes
- Full Central Supplier Database (CSD) registration report not older than 30 days from closing date
Technical Evaluation Criteria
Proposals undergo a single-stage functionality assessment with a minimum threshold of 60% (48/80 points) required to qualify:
- Company Experience (50 points): Five or more completed training projects score maximum points; three projects earn 30 points; two projects earn 20 points
- Company Accreditation (20 points): Valid CETA or relevant institutional accreditation
- Key Personnel (10 points): Tertiary qualifications plus current accreditation certificates for all training personnel
Preference Points and Specific Goals
Qualifying bids are evaluated using the 80/20 preference point system:
- 80 points allocated for price competitiveness (lowest acceptable bid scores maximum)
- 20 points for specific goals including:
- Ownership by black persons 50%+ (3 points)
- Ownership by black women 50%+ (2 points)
- Ownership by black youth 50%+ (2 points)
- Ownership by persons with disabilities 50%+ (3 points)
- Business located within Greater Kokstad jurisdiction (10 points)
Submission Guidelines and Deadlines
Quotations must be deposited in the bid box marked “QUOTATIONS” at the Reception Area, 75 Hope Street, Kokstad, by 11:00 on Thursday, 26 March 2026. All prices must be firm, inclusive of VAT, and quoted in South African Rand. Bidders must attach proof that both the company and all directors do not owe municipal rates, taxes or service charges for periods exceeding 90 days.
