The Department of Rural Development and Land Reform (DLRRD) has issued a Request for Quotation (RFQ) under reference number CASE NO: 011/02/2026 for the supply and installation of critical security infrastructure at the National Road Safety Council (NRSC) Building in Arcadia, Pretoria. The scope includes a barbed-wire perimeter fence, powder-coated steel burglar bars, and two (2) lockable security patrol gates, all aimed at enhancing physical security and asset protection at this key national facility.
Overview of the DLRRD Security Infrastructure RFQ
Published on 27 February 2026, this RFQ is open exclusively to contractors registered with the Construction Industry Development Board (CIDB) at a grading of 1SQ or higher, reflecting the technical and safety-critical nature of the work. The project underscores the department’s commitment to safeguarding public infrastructure through compliant, durable, and professionally executed security upgrades.
Scope of Work: Fencing, Burglar Bars, and Patrol Gates
The appointed service provider will be responsible for:
- Supply and installation of galvanised double-twist barbed wire (2.5mm diameter, 100mm barb spacing) along the full uncovered perimeter
- Fabrication and fitting of welded, tamper-resistant burglar bars on all accessible windows and doors in the reception and guardroom areas, with ≤100mm bar spacing and matte black anti-rust finish
- Installation of two (2) heavy-duty steel security patrol gates, complete with padlocks and reinforced frames
- Construction of small concrete staircases (2–3 steps) adjacent to the new gates for safe access
All work must include a six-month warranty, and personnel must wear approved PPE at all times. Final dimensions and layout will be confirmed during the compulsory site briefing.
Key Dates, Compulsory Briefing, and Submission Guidelines
A compulsory briefing and site inspection session will be held on Monday, 9 March 2026 at 11:00 AM at the NRSC Building, No. 9 Bailey Avenue, Arcadia, Pretoria. Attendance is mandatory—bidders who do not attend will be disqualified.
Completed quotations must be submitted in a sealed envelope, clearly marked with the RFQ number and description, and deposited into the official bid box at the Provincial Shared Service Centre, 6th Floor, Suncardia Building, Cnr Steve Biko & Stanza Bopape Streets, Arcadia, Pretoria, by 11:00 AM on Tuesday, 17 March 2026.
Late, emailed, or faxed submissions will not be accepted.
Mandatory Documentation and CIDB Requirements
To be considered responsive, bidders must provide:
- Valid CIDB registration certificate (grading 1SQ or higher)
- SARS Tax Compliance PIN or proof of CSD registration
- B-BBEE certificate or sworn affidavit
- Fully completed Standard Bidding Documents (SBDs), including SBD 4 (Declaration of Interest)
- Company registration documents (CIPC/CK)
- Proof of municipal account or lease agreement (not older than 3 months)
All pricing must be all-inclusive, firm, and valid for 90 days from the closing date.
Evaluation Criteria and Preference Point Allocation
This RFQ will be evaluated under the 80/20 Preferential Procurement System:
- 80 points for competitively priced, compliant offers
- 20 points for specific empowerment goals:
- Black ownership
- Women ownership
- Youth ownership
- Disability ownership
- Local enterprise status (Gauteng-based)
Preference claims must be supported by certified documentation. Unverified claims receive zero points.
