All meals must be prepared in HACCP-compliant kitchens or under supervision by a registered Municipal Health Services Unit. Shortlisted bidders will undergo a formal food tasting and site inspection, including a presentation of their operational capacity and menu flexibility.

Key Dates, Compulsory Briefing, and Submission Guidelines

A compulsory briefing session will be held on Wednesday, 4 March 2026 at 10:00 AM at the Nkangala District Municipality offices, Middelburg, Mpumalanga. Attendance is mandatory—bidders who fail to attend will be disqualified.

Completed bids must be submitted in a sealed envelope, clearly marked with the tender reference, and deposited into the official bid box at the NDM offices (2A Walter Sisulu, Aerorand, Middelburg, 1050) by 12:00 PM on Friday, 27 March 2026. The evaluation occurs in two stages:

    • Minimum threshold: 70/100 points required to proceed
    • Weighted criteria:
      • Key Personnel & Experience: 40 points
      • Past Performance & References: 30 points
      • Locality within Mpumalanga: 10 points
      • HACCP / Food Safety Certification: 20 points
  2. 80/20 Preference Point Scoring (only for compliant bidders):
    • 80 points for competitively priced, firm offers
    • 20 points for specific empowerment goals:
      • Black ownership (up to 5 pts)
      • Women ownership (up to 4 pts)
      • Youth ownership (up to 3 pts)
      • Disability ownership (up to 2 pts)
      • Local enterprise (Mpumalanga-based = 6 pts)

Preference claims require certified supporting documents—unsubstantiated claims receive zero points.
