Published on 26 February 2026, this tender invites registered, compliant, and experienced catering service providers to join a pre-approved panel that will be called upon to serve events ranging from small committee meetings to large-scale gatherings such as the State of the District Address, Budget Indaba, IDP/LED Forums, and Youth & Women’s Month commemorations. The municipality seeks vendors who demonstrate operational agility, adherence to health standards, and sensitivity to cultural and religious dietary needs.

Scope of Work: Events, Menus, and Dietary Requirements

The appointed caterers must be prepared to provide full-service catering for:

  • VIP Lunches (Western-style): 3 starches, 3 meats, 2 salads, 2 vegetables, 100% juice or canned cold drinks
  • Afternoon Tea: Coffee/tea with variety of cakes
  • Hotdogs/Burgers, Fruits, 100% Juice or Canned Drinks (for informal or youth-focused events)
  • Special dietary menus: Halal, Kosher, vegetarian, vegan, and culturally appropriate options—with valid certification from recognised bodies where applicable

All meals must be prepared in HACCP-compliant kitchens or under supervision by a registered Municipal Health Services Unit. Shortlisted bidders will undergo a formal food tasting and site inspection, including a presentation of their operational capacity and menu flexibility.

Key Dates, Compulsory Briefing, and Submission Guidelines

A compulsory briefing session will be held on Wednesday, 4 March 2026 at 10:00 AM at the Nkangala District Municipality offices, Middelburg, Mpumalanga. Attendance is mandatory—bidders who fail to attend will be disqualified.

Completed bids must be submitted in a sealed envelope, clearly marked with the tender reference, and deposited into the official bid box at the NDM offices (2A Walter Sisulu, Aerorand, Middelburg, 1050) by 12:00 PM on Friday, 27 March 2026. Late, incomplete, or emailed submissions will not be accepted.

Mandatory Documentation and Compliance Requirements

Bidders must submit a complete package, including:

  • Valid SARS Tax Compliance PIN or CSD registration confirmation
  • Certified Company Registration Certificate (CK/CIPC)
  • B-BBEE certificate or sworn affidavit
  • HACCP certification or proof of compliance via Municipal Health Services Unit
  • Public Liability Insurance (minimum R100,000)
  • Declaration of Interest (MBD 4) and Preference Points Claim Form (MBD 6.1)
  • Three (3) verifiable reference letters from similar municipal or government contracts (within last 5 years)
  • Proof of municipal utility account (≤3 months old) in the company’s or director’s name

Joint ventures must also submit a signed JV Agreement and proof of a joint bank account.

Evaluation Criteria and Preference Point Allocation

The evaluation occurs in two stages:

  1. Administrative & Functional Compliance Check
    • Minimum threshold: 70/100 points required to proceed
    • Weighted criteria:
      • Key Personnel & Experience: 40 points
      • Past Performance & References: 30 points
      • Locality within Mpumalanga: 10 points
      • HACCP / Food Safety Certification: 20 points
  2. 80/20 Preference Point Scoring (only for compliant bidders):
    • 80 points for competitively priced, firm offers
    • 20 points for specific empowerment goals:
      • Black ownership (up to 5 pts)
      • Women ownership (up to 4 pts)
      • Youth ownership (up to 3 pts)
      • Disability ownership (up to 2 pts)
      • Local enterprise (Mpumalanga-based = 6 pts)

Preference claims require certified supporting documents—unsubstantiated claims receive zero points.
