The scope includes subfloor preparation, adhesive application, transition trims, painting, and full site cleanup. Submissions must be completed exclusively via the eTenders portal by 11:00 on Tuesday, 10 March 2026.

This is a targeted civil works opportunity for CIDB-graded contractors with proven experience in commercial interior finishes.

Project Overview: Modernising Research Workspace Infrastructure

The project aims to modernise and beautify a key meeting room within the NRF’s Brummeria facility, enhancing durability, acoustic performance, hygiene, and overall staff productivity. The selected contractor will deliver a turnkey solution that aligns with institutional quality standards and sustainability principles.

Scope of Work: Full Flooring Replacement and Finishing

The successful service provider will:

  • Demolish and remove all existing flooring materials (including disposal per local regulations)
  • Supply and install 31.5m² of Limestone Charcoal Vinyl Flooring (1240 x 182 x 5mm, Clipon system or equivalent)
  • Apply Duram Durasheen White Paint (or equivalent) to 31.5m² of walls
  • Paint 19.2 linear metres of existing trunking with white enamel paint
  • Provide all labour, tools, adhesives, underlayment, transition strips, and debris removal
  • Conduct final site clean-up and submit a 12-month written warranty for workmanship

All equivalent materials require prior written approval from the NRF representative.

Mandatory Requirements and Documentation

To be considered, bidders must:

  • Hold a valid CIDB grading of 1GB or higher
  • Be registered on the Central Supplier Database (CSD)
  • Provide a SARS Tax Compliance PIN or clearance certificate
  • Submit a B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
  • Include three verifiable client references for similar vinyl flooring or interior projects
  • Complete all Standard Bidding Documents: SBD 1 (Invitation to Bid), SBD 4 (Declaration of Interest), and SBD 6.1 (Preference Points Claim)

Submissions must be made online only—no hard copies, emails, or faxes will be accepted.

Evaluation Criteria: Functionality and 80/20 Preference System

Quotations will be assessed in two stages:

  1. Functionality Review: Based on technical methodology, past performance, resource capacity, and compliance documentation
  2. 80/20 Preferential Procurement Scoring:
    • 80 points: Price (lowest compliant = 80; others scored proportionally)
    • 20 points: Specific Goals, including Black, women, youth, disability ownership, and local presence in Gauteng

Only responsive, compliant, and qualified bidders will be considered.

Submission Guidelines and Key Deadlines

Quote validity must be 90 days from the closing date.
