ACSA Seeks Canteen Service Provider for Western Precinct

The Airports Company of South Africa (ACSA) has issued a Request for Proposal (RFP) under reference number COR8113/2026/RFP for the acquisition of a short-term canteen service provider to operate the staff dining facility at the ACSA Western Precinct, O.R. Tambo International Airport, Kempton Park. The contract spans up to eighteen (18) months, covering breakfast, lunch, call-order bar, and convenience kiosk services for an average daily headcount of 415 staff. Submissions must be hand-delivered and electronically uploaded by 12:00 on Thursday, 19 March 2026.

A compulsory briefing and site inspection session will be held on 27 February 2026 at 11:00 AM at the IICC Room, East Wing, Block C Building—attendance is mandatory for all bidders.

Scope of Work: Full-Service Staff Canteen Operations

The successful service provider will manage end-to-end canteen operations, including:

  • Breakfast service (07:00–10:30) for 120–200 pax
  • Lunch service (11:30–13:30) for 300–415 pax
  • Call-order bar (10:30–18:30) for 40–90 pax
  • Convenience mini-kiosk with coffee shop and refreshment stations
  • Full responsibility for food preparation, serving, equipment operation, cleaning, and hygiene compliance

All meals must meet occupational health and safety standards, accommodate dietary requirements (halal, vegetarian, kosher), and align with ACSA’s quality and sustainability expectations.

Mandatory Requirements and Accreditation

Bidders must submit:

  • Valid registration on the Central Supplier Database (CSD)
  • SARS Tax Compliance PIN or clearance certificate
  • B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
  • Completed Standard Bidding Documents: SBD 1 (Invitation to Bid), SBD 4 (Declaration of Interest), and SBD 6.1 (Preference Points Claim)
  • Three (3) verifiable client reference letters (each worth 5 points, max 15)
  • CV of the Operations Manager, who must hold an NQF Level 7 qualification in Hospitality, Food & Beverage, or Operations Management, plus minimum 5 years’ managerial experience

Joint ventures must provide a notarised agreement and ensure all partners meet these criteria.

Evaluation Criteria: Three-Stage Process with 80/20 Preference System

Proposals will be assessed in three stages:

  1. Administrative Compliance Check – verification of CSD, tax status, and documentation
  2. Functionality Assessment (max 100 points):
    • Capacity (25 pts)
    • Experience (25 pts)
    • Methodology & menu planning (25 pts)
    • Key personnel (25 pts)
    • Minimum 60/100 required to proceed
  3. 80/20 Preferential Procurement Scoring:
    • 80 points: Price (lowest compliant = 80; others scored proportionally)
    • 20 points: Specific Goals (Black ownership, women/youth inclusion, local presence in Gauteng)

Only responsive, compliant, and qualified bidders who attended the compulsory briefing will be considered.

  • Compulsory Briefing & Site Inspection: 27 February 2026 at 11:00 AM, IICC Room, East Wing, Block C, ACSA Western Precinct, 1 Jones Road, Kempton Park
  • Closing Date & Time: 19 March 2026 at 12:00 PM
  • Submission Requirements:
    • 1 original hard copy + 1 copy, sealed and marked “COR8113/2026/RFP – Corporate Canteen”
    • Electronic submission via ACSA’s JDE System (SSS Module)
  • Late, emailed, faxed, or postal submissions will not be accepted

Bid validity must be 120 days from the closing date.
