The Mohokare Local Municipality in the Free State has issued a Request for Quotation (RFQ) under reference number SCM/MOH/16/RFQ/2026 for the supply and delivery of cleaning materials to support municipal operations in Zastron. The procurement covers essential janitorial consumables for offices, public facilities, and sanitation services. Submissions must be hand-delivered by 16:30 on Tuesday, 24 February 2026, to the Municipal offices in Zastron.
This is a time-sensitive opportunity with a narrow response window—suppliers are urged to act promptly and ensure full compliance.
Scope of Supply: Essential Janitorial Consumables
The successful service provider will supply a range of standard cleaning products, including:
- General-purpose cleaners, disinfectants, and degreasers
- Floor polishes, strippers, and detergents
- Glass and surface cleaners
- Toilet bowl cleaners, urinal blocks, and deodorisers
- Hand soaps, sanitizers, paper towels, and toilet paper
- Mops, brooms, buckets, gloves, and other disposable or reusable cleaning aids
All items must be new, unused, SABS-compliant where applicable, and delivered within three (3) working days of receiving a purchase order.
Mandatory Submission Requirements
To be considered, quotations must include:
- A formal quote on company letterhead with firm, VAT-inclusive pricing
- Valid SARS Tax Compliance PIN or clearance certificate
- Proof of registration on the Central Supplier Database (CSD)
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
- Proof of past supply to public or private sector clients (reference letters or invoices)
Quotations must be submitted exclusively via hand delivery—no emails, faxes, or postal submissions will be accepted.
Evaluation Criteria: 80/20 Preferential Procurement System
Quotations will be scored using the 80/20 system:
- 80 points: Price (lowest compliant quote = 80; others scored proportionally)
- 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership
Only complete, responsive, and compliant submissions will be evaluated.
