The William Humphreys Art Gallery (WHAG), a Schedule 3 public entity under the National Department of Sport, Arts and Culture, has issued a Request for Proposal (RFP) under reference number WHAG RFP 2-2026 for the appointment of a panel of qualified maintenance service providers to support its heritage buildings and landscaped grounds in Kimberley, Northern Cape. The contract spans thirty-six (36) months and will be activated on an “as and when required” basis for both preventative and reactive maintenance. Proposals must be emailed by 23:30 on Friday, 27 February 2026, to mpho@whag.co.za.

This is a strategic opportunity for experienced contractors to support one of South Africa’s premier cultural institutions while preserving national heritage infrastructure.

Scope of Services: Heritage-Sensitive Facility Maintenance

The appointed panel will deliver a range of services across WHAG’s historic precinct, including:

  • Electrical maintenance: fault finding, repairs, and compliance testing
  • Plumbing and drainage: leak repairs, pipe replacements, and sanitation systems
  • Carpentry and joinery: restoration of doors, windows, frames, and display fixtures
  • Painting and plastering: interior and exterior finishes using conservation-appropriate materials
  • Landscaping and horticulture: garden upkeep, irrigation, and tree care
  • General building repairs: roofing, tiling, masonry, and structural touch-ups

All work must comply with heritage regulations, occupational health and safety standards, and municipal by-laws.

Mandatory Submission Requirements

To be considered, proposals must include:

  • Valid registration on the Central Supplier Database (CSD)
  • SARS Tax Compliance PIN or clearance certificate
  • B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
  • Completed WHAG SBD 4 Form – Bidder’s Disclosure (included in tender document)
  • Company profile and evidence of past experience in heritage or institutional maintenance
  • Declaration of shareholding and any potential conflicts of interest

Proposals must be submitted exclusively via email—no hard copies, faxes, or postal submissions will be accepted.

Evaluation Criteria: Functionality and 80/20 Preference System

Proposals will be assessed using a two-stage process:

  1. Functionality Review: Based on technical capacity, past performance, resource availability, and methodology
  2. 80/20 Preferential Procurement Scoring:
    • 80 points: Price competitiveness
    • 20 points: Specific Goals, including Black, women, youth, and disability ownership

Only complete, responsive, and compliant submissions will be evaluated. Appointment to the panel does not guarantee work—services will be procured per job as needed.
