The uMlalazi Municipality in KwaZulu-Natal has issued an open Request for Bid under reference number KZN ULM 31/25/26 for the appointment of a service provider to conduct comprehensive weed eradication across Mtunzini and Eshowe towns, including open spaces and residential areas, over a four-month period. The contract includes initial clearance, follow-up treatments, and skills transfer to municipal staff. Submissions must be hand-delivered by 12:00 on Tuesday, 17 March 2026, to the Municipal offices in Eshowe.

A compulsory briefing session and site inspection will be held on 5 March 2026 at 10:00 at 11 KV Challenor Street, Eshowe—attendance is mandatory for all bidders.

Scope of Work: Integrated Invasive Plant Control

The successful service provider will:

  • Conduct three treatment cycles: initial clearance, first follow-up, and final follow-up
  • Apply approved herbicides to control alien invasive plants in public parks, roadsides, drainage channels, and residential zones
  • Ensure compliance with Department of Agriculture, Forestry and Fisheries (DAFF) regulations
  • Provide skills transfer to municipal personnel on plant identification, safe herbicide handling, and monitoring techniques
  • Submit monthly progress reports and photographic evidence of work completed

All operations must align with environmental safety standards and municipal by-laws.

Mandatory Requirements and Accreditation

Bidders must submit:

  • Valid registration on the Central Supplier Database (CSD)
  • SARS Tax Compliance PIN or clearance certificate
  • B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
  • Pest Control Operator’s Certificate (PCOC) in Weed Eradication issued by DAFF
  • Completed Standard Bidding Documents: MBD 4 (Declaration of Interest) and MBD 6.1 (Preference Points Claim)
  • CVs and certified qualifications of the project leader, including traceable references
  • Declaration of plant and equipment available for the project

Failure to provide any mandatory document will result in disqualification.

Evaluation Criteria: Functionality and 80/20 Preference System

Bids will be assessed in three stages:

  1. Mandatory Compliance Check – verification of PCOC, CSD, and tax status
  2. Functionality Assessment (minimum 70 points required):
    • Experience (30 points)
    • Key Personnel Expertise (30 points)
    • Plant & Equipment (10 points)
    • Methodology (10 points)
  3. 80/20 Preferential Procurement Scoring:
    • 80 points: Price (lowest compliant = 80; others scored proportionally)
    • 20 points: Specific Goals, including locality within uMlalazi Municipality, King Cetshwayo District, or KwaZulu-Natal, as well as Black, women, youth, and disability ownership

Only responsive, compliant, and qualified bidders will be considered.
