City of Mbombela Seeks Contractor for 20 Car Wash Structures

The Mbombela Local Municipality in Mpumalanga has issued an open Request for Bid under reference number COM16/2026 for the appointment of a contractor to supply materials, construct, and install 20 new car wash structures across various wards within the municipality. The project aims to support local economic development by creating sustainable business opportunities for emerging entrepreneurs. Submissions must be hand-delivered by 11:00 on Friday, 20 February 2026, to the Municipal Civic Centre in Mbombela.

This is a strategic opportunity for CIDB-registered contractors with experience in small-scale infrastructure and community enterprise development.

Project Scope: Township-Based Economic Infrastructure

The successful contractor will:

  • Supply all materials and labour for the construction of 20 car wash structures
  • Install each unit according to the minimum municipal specifications, including roofing, water points, drainage, and branding panels
  • Ensure structures are built on existing municipal land designated for SMME use
  • Comply with all occupational health, safety, and environmental regulations

Bidders may offer enhancements beyond the minimum standard but must meet or exceed all technical requirements outlined in the tender document.

Mandatory Requirements and Accreditation

To be considered, bidders must submit:

  • Valid registration on the Central Supplier Database (CSD)
  • SARS Tax Compliance PIN or clearance certificate
  • B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
  • CIDB registration at Grade 1GB or higher
  • Completed Standard Bidding Documents: MBD 4 (Declaration of Interest) and MBD 6.1 (Preference Points Claim)
  • Proof of similar projects involving small business infrastructure or community facilities

Incomplete or non-compliant submissions will be disqualified.

Evaluation Criteria: 80/20 Preferential Procurement System

Bids will be scored using the 80/20 system:

  • 80 points: Price (lowest compliant = 80; others scored proportionally)
  • 20 points: Specific Goals, including:
    • 5 points: Enterprise located within the City of Mbombela
    • 5 points: Black-owned enterprise
    • 5 points: Women or youth ownership
    • 5 points: Disability inclusion or military veteran status

Only complete, responsive, and compliant submissions will be evaluated.
