The Department of Correctional Services has issued a Request for Quotation (RFQ) under reference number DBN 251/2025 for the appointment of a service provider to deliver integrated pest control services—including fumigation—at Westville and Umzinto Correctional Centres in KwaZulu-Natal. The contract covers a 12-month period and includes treatment for cockroaches, ants, rodents, bed bugs, flies, mosquitoes, and other pests across multiple facility zones. Submissions must be hand-delivered by 11:00 on Monday, 16 February 2026, to the Supply Chain Management office in Westville.

A compulsory briefing and site inspection will be held on 11 February 2026 at 11:00 at the Supply Chain Boardroom, Westville Prison—attendance is mandatory, and bidders must bring a printed copy of their quotation.

Scope of Work: Integrated Pest Management Across Secure Facilities

The successful service provider will deliver:

  • Quarterly and monthly pest control treatments across residential blocks, kitchens, clinics, offices, and community corrections sites
  • Strategic use of gel baits, granular baits, sprays, and electric fly catchers
  • Installation and maintenance of rodent bait stations in designated areas
  • Targeted fumigation services as required for infestations
  • Compliance with health, safety, and security protocols unique to correctional environments

All work must align with the Department’s Pest Control Specifications and be performed by certified, experienced technicians.

Mandatory Requirements and Documentation

Bidders must submit:

  • A completed pricing schedule with firm, VAT-inclusive rates per service type and location
  • Valid SARS Tax Compliance PIN
  • Proof of registration on the Central Supplier Database (CSD)
  • B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
  • Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
  • Proof of technical capability in institutional or government pest control

Incomplete or non-compliant submissions will be disqualified.

Evaluation Criteria: 80/20 Preferential Procurement System

Quotations will be scored using the 80/20 system:

  • 80 points: Price (lowest compliant quote = 80; others scored proportionally)
  • 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership

Only complete, responsive, and compliant submissions from bidders who attended the compulsory briefing will be evaluated.
