South African National Parks (SANParks) has issued a Request for Proposal (RFP) under reference number GNP-058-25 for the appointment of a service provider to manufacture, supply, and deliver rangers’ uniforms across its national park network for a period of five (5) years. The contract covers multiple uniform categories—including field, service, traffic enforcement, and footwear—for male and female personnel operating in diverse environments from Kruger to Table Mountain. Submissions must be hand-delivered by 11:00 on Tuesday, 17 March 2026, to SANParks’ Head Office in Pretoria.
A compulsory virtual briefing session will be held on 24 February 2026 at 11:00 via Microsoft Teams—attendance is mandatory for all bidders.
Scope of Work: Comprehensive Uniform System for Conservation Rangers
The successful bidder will deliver:
- Category 1: Green and camouflage field/service uniforms (shirts, trousers, fleece jackets)
- Category 2: Traffic law enforcement apparel (approach parka jackets, high-visibility vests)
- Category 3: Specialised footwear (safety boots, combat boots, court shoes, anti-tracking boots)
All items must comply with SANS standards, feature SANParks-approved colours and branding, and meet rigorous durability requirements for field operations, including abrasion resistance, colourfastness, and mobility.
Mandatory Requirements and Compliance
Bidders must submit:
- Valid registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
- Technical samples or detailed specifications demonstrating compliance with SANParks’ design and material standards
- Evidence of minimum 5 years’ experience in manufacturing institutional or law enforcement uniforms
Proposals must be submitted on official forms—no retyped or altered documents will be accepted.
Evaluation Criteria: Two-Stage Process with 80/20 Preference System
Proposals will undergo:
- Functionality Assessment (100 points): Based on technical compliance, past performance, quality assurance, and production capacity
- Minimum 80 points required to proceed
- 80/20 Preferential Procurement Scoring:
- 80 points: Price (lowest compliant = 80; others scored proportionally)
- 20 points: Specific Goals (Black, women, youth, disability ownership, and local manufacturing)
Only responsive, compliant, and qualified bidders will be considered.
