The Department of Employment and Labour (DoEL) has issued an open Request for Bid under reference number LMP03/2026 for the appointment of a service provider to render comprehensive cleaning services at the Secunda Labour Centre in Emalahleni, Mpumalanga, for a period of 36 months. The contract covers daily cleaning of a 550m² facility serving approximately 70 staff members and 150 weekly visitors. Submissions must be hand-delivered by 11:00 on Friday, 13 March 2026, to the Department’s offices in Emalahleni.
A compulsory site inspection and briefing session will be held on 19 February 2026 at 11:00 at the Secunda Labour Centre, No. 4 Waterson Street, Secunda—attendance is mandatory for all bidders.
Scope of Work: Institutional Cleaning in a High-Traffic Public Facility
The successful service provider will deliver:
- Daily cleaning of offices, reception, toilets, passages, staircases, and veranda areas
- Cleaning of 18 paved parking bays and public queue areas
- Supply and replenishment of hygiene consumables (toilet paper, soap, bin liners, etc.)
- Waste removal and general sanitation in compliance with OHS and municipal standards
- Provision of two trained cleaners, including one supervisor, working 06:30–15:30, Monday to Friday
All personnel must comply with the Sectoral Determination 1: Contract Cleaning Sector wage and condition requirements.
Mandatory Requirements and Documentation
Bidders must submit:
- Valid registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Proof of registration with the Bargaining Council for the Contract Cleaning Industry (BCCCI)
- Valid COIDA Letter of Good Standing
- Company profile and evidence of three (3) similar contracts (each ≥1 year in duration)
- Completed Standard Bidding Documents: SBD 3.3 (Firm Pricing), SBD 4 (Declaration of Interest), and SBD 6.1 (Preference Points Claim)
Failure to provide any mandatory document will result in disqualification.
Evaluation Criteria: Two-Stage Process with 80/20 Preference System
Bids will be assessed in two stages:
- Administrative and Mandatory Compliance Check – including proof of past experience and labour law adherence
- 80/20 Preferential Procurement Scoring:
- 80 points: Price (lowest compliant = 80; others scored proportionally)
- 20 points: Specific Goals (Black, women, youth, disability ownership, and SMME status)
Only complete, responsive, and compliant submissions from bidders who attended the compulsory site visit will be evaluated.
