The Agricultural Research Council (ARC) has issued a Request for Quotation (RFQ) under reference number INF012602RFQ06 for the painting of interior walls and door frames, as well as the repair of broken windows, at its Infruitec facility in Stellenbosch, Western Cape. The work will be carried out at the Main Building, Crop Development section, and must meet professional standards for finish, durability, and safety. Submissions must be hand-delivered by 11:00 on Wednesday, 18 February 2026, to the ARC Infruitec offices.

A compulsory site briefing will be held on 11 February 2026 at 11:00 at the project site—attendance is mandatory for all bidders.

Scope of Work: Interior Refurbishment and Glazing Repairs

The successful contractor will deliver:

  • Preparation and painting of all interior walls and wooden door frames using high-quality, washable acrylic paint
  • Repair or replacement of broken glass panes in existing windows, matching original specifications
  • Surface preparation, including scraping, sanding, filling cracks, and priming where necessary
  • Protection of floors, furniture, and equipment during work execution
  • Cleanup and waste removal upon completion

All materials must be new, unused, and suitable for institutional environments. Work must be completed within 10 working days of purchase order issuance.

Mandatory Requirements and Documentation

Bidders must submit:

  • Valid registration on the Central Supplier Database (CSD)
  • SARS Tax Compliance PIN or clearance certificate
  • B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
  • CIDB registration at Grade 1GB or higher
  • Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
  • Proof of similar past projects (e.g., photos, client references, or completion certificates)

Joint ventures must provide a notarised agreement and ensure all partners meet these criteria.

Evaluation Criteria: 80/20 Preferential Procurement System

Quotations will be scored using the 80/20 system:

  • 80 points: Price (lowest compliant quote = 80; others scored proportionally)
  • 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership

Only complete, responsive, and compliant submissions from bidders who attended the compulsory briefing will be evaluated.
