NLC Seeks Deep Cleaning & Pest Control Provider in EC

The National Lotteries Commission (NLC) has issued a Request for Quotation (RFQ) under reference number RFQ/2026-002-003 for the appointment of a service provider to conduct a comprehensive once-off deep cleaning and pest control service at its Eastern Cape Provincial Office in East London. The scope includes thorough sanitation of all interior areas—kitchen, offices, boardrooms, reception, bathrooms, and open-plan workspaces—as well as targeted pest control for common infestations such as cockroaches, ants, rodents, and flies. Submissions must be completed online via the National Treasury eTenders portal by 11:00 on Friday, 6 February 2026.

This is a time-sensitive, single-service opportunity for professional cleaning and pest management companies with experience in government or corporate environments.

Scope of Work: Comprehensive Sanitation and Pest Eradication

The successful service provider will deliver:

  • Deep cleaning of all surfaces, fixtures, carpets, blinds, and hard-to-reach areas using hospital-grade disinfectants
  • Pest control treatment across the entire facility, including perimeter spraying, baiting, and crack-and-crevice applications
  • Use of safe, approved chemicals compliant with health, safety, and environmental regulations
  • Post-service reporting, including photographic evidence and treatment records
  • Full compliance with POPIA and NLC’s data protection protocols

All work must be completed within one day of receiving the purchase order, with minimal disruption to office operations.

Mandatory Submission Requirements

To be considered, bidders must submit:

  • A completed pricing schedule with firm, VAT-inclusive rates for both deep cleaning and pest control components
  • Valid SARS Tax Compliance PIN or clearance certificate
  • Proof of registration on the Central Supplier Database (CSD)
  • B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
  • Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
  • Evidence of similar service delivery to public sector or institutional clients

All documents must be uploaded in PDF format via the eTenders portal.

Evaluation Criteria: 80/20 Preferential Procurement System

Quotations will be scored using the 80/20 system:

  • 80 points: Price (lowest compliant quote = 80; others scored proportionally)
  • 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership

Only complete, responsive, and compliant submissions will be evaluated.

  • Late, emailed, faxed, or hard-copy submissions will not be accepted
