The Media, Information and Communication Technologies Sector Education and Training Authority (MICT SETA) has issued a Request for Quotation (RFQ) under reference number RFQ/MICT/108/2025 for the appointment of a panel of service providers to supply and deliver office consumables on an “as and when required” basis over a twelve (12) month period. The contract will support MICT SETA’s administrative and operational functions at its head office in Midrand, Gauteng. Submissions must be emailed by 11:00 on Thursday, 5 February 2026, to rfqs@mict.org.za.

This is a time-sensitive opportunity with a narrow response window—suppliers are urged to act promptly and ensure full compliance.

Scope of Supply: Comprehensive Office Consumables

The successful panel members will supply a wide range of office essentials, including but not limited to:

  • Writing instruments, notebooks, files, and stationery
  • Printing paper, envelopes, labels, and binding supplies
  • Cleaning and hygiene consumables for office use
  • IT accessories such as USB drives, cables, and printer cartridges
  • Other general office items as requested through purchase orders

All products must be new, unused, SABS-compliant where applicable, and have a minimum shelf life of three months from the date of delivery.

Mandatory Submission Requirements

To be considered, quotations must include:

  • A completed pricing schedule with firm, VAT-inclusive rates for all listed items
  • Valid SARS Tax Compliance PIN or clearance certificate
  • Proof of registration on the Central Supplier Database (CSD)
  • B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
  • Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)

Quotations must be submitted exclusively via email—no hard copies, faxes, or postal submissions will be accepted.

Evaluation Criteria: 80/20 Preferential Procurement System

Quotations will be scored using the 80/20 system:

  • 80 points: Price (lowest compliant quote = 80; others scored proportionally)
  • 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership

MICT SETA intends to appoint three or more suppliers to form a rotating panel, ensuring equitable access and service continuity.

Panel Operation and Delivery Terms

  • Purchase orders will be issued on a rotational basis among panel members
  • Suppliers must be able to deliver within 48 hours of receiving an order
  • All delivery costs must be included in quoted prices
  • MICT SETA reserves the right to request items not listed in the initial pricing schedule

The panel structure ensures responsiveness, competition, and resilience in supply chain operations.
