The KwaZulu-Natal Department of Economic Development, Tourism and Environmental Affairs (EDTEA) has issued an open Request for Bid under reference number ZNT 26 EDTEA 25-26 for the appointment of a service provider to deliver comprehensive cleaning services at its uMtubatuba District Office for a period of 36 months. The contract covers daily cleaning of a 760m² facility serving 48 staff members, including offices, common areas, passages, fire escapes, and government vehicle washing. Submissions must be hand-delivered by 11:00 on Wednesday, 4 March 2026, to the Department’s offices in Pietermaritzburg.
A compulsory site briefing and inspection will be held on 10 February 2026 at 10:00 at Lot 55D Kiepersol Street, Mtubatuba—attendance is mandatory for all bidders.
Scope of Work: Full-Spectrum Facility Cleaning
The successful service provider will supply:
- Daily cleaning of all office spaces, restrooms, corridors, and administrative areas
- Washing and maintenance of government vehicles assigned to the district office
- Supply and replenishment of hygiene consumables (toilet paper, soap, bin liners, etc.)
- Waste removal and disposal in compliance with municipal regulations
- Provision of trained, uniformed cleaning staff, including 1 supervisor and 3 general cleaners
All personnel must be able to communicate in IsiZulu and English, and possess relevant experience in institutional cleaning environments.
Mandatory Requirements and Documentation
Bidders must submit the following to be considered:
- Valid registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Proof of registration with the Bargaining Council for the Contract Cleaning Industry (BCCCI)
- Valid COIDA Letter of Good Standing
- Provident Fund registration proof
- Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
- CVs of proposed supervisor and cleaning staff, demonstrating minimum 3–5 years of supervisory experience
Failure to provide any mandatory document will result in disqualification.
Evaluation Criteria: Functionality and 80/20 Preference System
Bids will be evaluated in two stages:
- Functionality Assessment: Based on methodology, staffing plan, equipment, and compliance capacity
- 80/20 Preferential Procurement Scoring:
- 80 points: Price (lowest compliant = 80)
- 20 points: Specific Goals (Black, women, youth, disability ownership, and SMME status)
Only bidders who pass the functionality threshold will proceed to price evaluation.
