The National Lotteries Commission (NLC) has issued a Request for Quotation (RFQ) under reference number RFQ2026-002-002 for the appointment of a service provider to supply and implement a comprehensive social media management tool for a period of twelve (12) months. The solution will support the NLC’s strategic communications, stakeholder engagement, and digital marketing initiatives across multiple platforms. Submissions must be completed online via the National Treasury eTenders portal by 11:00 on Thursday, 5 February 2026.

This is a time-sensitive opportunity with a narrow response window—suppliers are urged to act promptly and ensure full compliance.

Scope of Service: Integrated Social Media Management Platform

The successful service provider will deliver a cloud-based social media management tool that enables:

  • Centralised scheduling, publishing, and monitoring across Facebook, X (Twitter), Instagram, LinkedIn, and YouTube
  • Real-time analytics, sentiment tracking, and performance reporting
  • Multi-user access with role-based permissions and approval workflows
  • Crisis management and rapid response capabilities
  • Integration with existing NLC communication systems and brand guidelines

The platform must be secure, scalable, and compliant with POPIA and government ICT policies.

Mandatory Requirements and Documentation

Bidders must submit the following to be considered:

  • Valid registration on the Central Supplier Database (CSD) with CSD report attached
  • SARS Tax Compliance PIN or clearance certificate
  • B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
  • Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
  • Detailed technical proposal outlining platform features, security protocols, and support model
  • Completed pricing schedule (Annexure A) with firm, VAT-inclusive rates for the 12-month term

All documents must be submitted in PDF format via the eTenders portal.

Evaluation Criteria: 80/20 Preferential Procurement System

Quotations will be scored using the 80/20 system:

  • 80 points: Price (lowest compliant quote = 80; others scored proportionally)
  • 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership

Only complete, responsive, and compliant submissions will be evaluated.
