The East London Industrial Development Zone Corporation (ELIDZ) has issued a Request for Proposal (RFP) under reference number ES/25/EF/02 for the provision of comprehensive maintenance services for electric fencing across its secured perimeter in the West Bank area of Buffalo City, Eastern Cape. The contract covers routine inspections, emergency repairs, system monitoring, and compliance with safety and environmental standards over a defined service period. Submissions close at 12:00 on Friday, 20 February 2026.

A compulsory virtual briefing session will be held via Microsoft Teams—attendance is mandatory for all bidders.

Scope of Work: Critical Security Infrastructure Maintenance

The successful service provider will deliver end-to-end maintenance for ELIDZ’s boundary electric fence system, including:

  • Monthly routine inspections and servicing of all fence zones
  • 24/7 emergency response with a 2-hour call-out guarantee for faults or breaches
  • Testing and certification of energisers, alarm systems, and grounding components
  • Compliance reporting, including monthly performance logs and incident documentation
  • Adherence to Occupational Health and Safety (OHS) and Construction Environmental Management Plan (CEMP) requirements

All work must ensure uninterrupted security functionality while minimising disruption to industrial operations within the zone.

Mandatory Technical and Compliance Requirements

Bidders must meet stringent technical criteria, including:

  • Proof of qualified electrical personnel with valid Department of Labour registration as Installation Electricians (per Electrical Machinery Regulation 13(1))
  • Valid SARS Tax Compliance PIN
  • Active registration on the Central Supplier Database (CSD)
  • COIDA Letter of Good Standing
  • Professional Indemnity Insurance and relevant public liability cover
  • Completed ELIDZ Procurement Handbook forms (P01–P06), including ownership, staffing, facilities, and past experience

Failure to submit any mandatory document will result in automatic disqualification.

Evaluation Process: Functionality and 80/20 Preference System

Proposals will be assessed in two phases:

  1. Functionality Evaluation: Based on technical methodology, staff qualifications, equipment, and verified experience in electric fence maintenance (minimum 3 reference projects required)
  2. 80/20 Preferential Procurement Scoring:
    • 80 points: Price (lowest compliant = 80)
    • 20 points: Specific Goals – including Black ownership (10 pts), Eastern Cape locality (5 pts), women/youth ownership (1 pt each), and SMME status (3 pts)

Only bidders who pass the functionality threshold will proceed to price evaluation.
