Johannesburg City Parks and Zoo Seeks Panel for Event Support Services

Johannesburg City Parks and Zoo (JCPZ) has issued an open Request for Bid under tender number JCPZ/MKT02/2025 to establish a pre-qualified panel of service providers for event support services across its parks, gardens, and public venues in Johannesburg. The contract will run for 36 months and cover logistics, staging, equipment, and on-site support for cultural, recreational, and civic events hosted by the City. Submissions close at 12:00 on Wednesday, 18 February 2026.

A compulsory briefing session will be held on Tuesday, 27 January 2026 at 10:00 at JCPZ Head Office in Braamfontein. Attendance is mandatory for all bidders.

Scope of Services: End-to-End Event Support Across City Venues

The selected panel will provide flexible, responsive support for a wide range of public events, including:

  • Staging, seating, and temporary structures (tents, marquees, fencing)
  • Audio-visual and lighting equipment with technical operators
  • Catering infrastructure (tables, chairs, serving stations, waste management)
  • Security, crowd control, and first aid coordination
  • On-site setup, supervision, and breakdown services

Services will be called upon on an “as and when required” basis, with short lead times and high reliability expectations.

Mandatory Requirements and Documentation

Bidders must submit the following to be considered:

  • Valid registration on the Central Supplier Database (CSD)
  • SARS Tax Compliance PIN or clearance certificate
  • B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
  • Proof of experience in delivering event support services to public entities
  • Equipment inventory list and proof of ownership or lease agreements
  • Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)

Joint ventures must submit a notarised agreement and ensure all partners meet the criteria.

Evaluation Process: Functionality and 80/20 Preference System

Proposals will undergo a two-stage evaluation:

  1. Functionality Assessment: Based on methodology, past performance, resource capacity, and understanding of municipal event needs
  2. 80/20 Preferential Procurement Scoring:
    • 80 points: Price (lowest compliant = 80)
    • 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership

Only bidders meeting the functionality threshold will proceed to price evaluation.
