The Air Traffic and Navigation Services Company Limited (ATNS) has issued a Request for Proposal (RFP) under reference number ATNS/ATA/RFP05/2025/2026/CANTEEN_CATERING/RE-ADVERT for the appointment of a suitably qualified service provider to deliver comprehensive canteen and catering services across its key operational sites. The contract spans five (5) years and includes daily meal services at the Aviation Training Academy (ATA) in Kempton Park, as well as ad-hoc catering for meetings, events, and staff functions at ATNS Head Office and Bruma offices. Proposals must be submitted by 13:00 on Tuesday, 3 February 2026.

This is a strategic opportunity for experienced food service providers to support one of Africa’s leading air navigation service providers.

Scope of Services: Daily Canteen Operations and Event Catering

The successful service provider will deliver:

  • Daily hot lunches, breakfast items, and beverages for ATA students and staff (Monday–Friday)
  • Coffee, tea, snacks, and fresh fruit via dedicated coffee stations during operating hours (07:00–16:30)
  • Ad-hoc catering for meetings, training sessions, graduations, and corporate events at ATNS Bruma and other sites
  • Take-away meal options for students requiring off-site lunches
  • Point-of-sale (POS) system with card payment capability for individual purchases

All meals must align with ISO 9001 (QMS) and ISO 14001 (EMS) standards, prioritising healthy cooking methods, locally sourced ingredients, and environmentally friendly packaging.

Mandatory Requirements and Compliance Documentation

Bidders must submit the following non-negotiable documents:

  • Three verifiable client references for similar canteen or catering services within the past seven years, on official letterhead
  • Valid SARS Tax Compliance PIN or printed tax clearance certificate
  • Proof of registration on the Central Supplier Database (CSD)
  • B-BBEE Certificate or sworn affidavit (required to claim preference points)
  • Health certificates for all proposed food handlers
  • Completed SBD 4 (Disclosure) and SBD 6.1 (Preference Points Claim) forms

Joint ventures must ensure all partners meet these requirements individually.

Five-Stage Evaluation Process with Food Tasting

Proposals will undergo a rigorous five-phase assessment:

  1. Administrative Compliance: Verification of mandatory documents
  2. Mandatory Requirements: Confirmation of experience, tax status, and eligibility
  3. Functionality Scoring: Evaluation of methodology, team structure, and service design
  4. Food Tasting & Presentation: Shortlisted bidders must prepare sample meals for 10 people at their own cost, including lunch plates, sandwiches, and event platters
  5. 80/20 Preference Scoring:
    • 80 points: Price (lowest compliant = 80)
    • 20 points: B-BBEE status level (Level 1 = 20 pts, Level 2 = 18 pts, etc.)

Only bidders who pass all prior stages will proceed to tasting and final scoring.
