The Port St Johns Local Municipality in the Eastern Cape has issued an open Request for Bid under tender number PSJLM–LED–2025/26–12 for the supply, delivery, and installation of perimeter fencing at the Noqhekwana Jam Factory site in Ward 10. This project is the first phase of a broader rural economic development initiative to support community-based agro-processing. The contract period is two months, and submissions close at 11:00 on Monday, 26 January 2026.

A compulsory briefing session will be held on 19 January 2026 at 10:00 at the Municipal Town Hall. Attendance is mandatory for all bidders.

Project Background: Supporting Rural Enterprise Development

The Noqhekwana Jam Factory is a community-driven agro-processing project aimed at creating local jobs, adding value to indigenous fruits, and stimulating rural economic participation. Fencing the site is a critical first step to secure the premises, prevent livestock intrusion, and prepare for future infrastructure development. The successful contractor will deliver a complete fencing solution in line with municipal specifications and safety standards.

Scope of Work: Site Preparation and Fencing Installation

The scope includes:

  • Clearing and tidying of the designated site area
  • Supply, delivery, and installation of new fencing as per the Bill of Quantities
  • Compliance with all applicable occupational health, safety, and environmental regulations
  • Provision of all labour, tools, equipment, and materials required for completion

Work must commence immediately upon contract award and be completed within 60 calendar days.

Mandatory Eligibility and Documentation Requirements

Bidders must meet the following non-negotiable criteria:

  • Valid CIDB registration at Grade 2SQ or higher
  • Active registration on the Central Supplier Database (CSD) with supplier number
  • SARS Tax Compliance PIN or valid tax clearance certificate
  • Certified copies of CIPC registration and ID documents of directors/shareholders
  • Proof of at least four completed fencing projects valued at R300,000 or more (with appointment letters and completion certificates)
  • Company profile including employee skills matrix

Joint ventures must submit a notarised agreement and ensure all partners meet these requirements.

Three-Stage Evaluation with 70% Functionality Threshold

Bids will be evaluated in three phases:

  1. Mandatory Compliance Check: Verification of CSD, CIDB, tax status, and documentation
  2. Functionality Assessment (100 points):
    • Experience (40 pts) – based on verified past projects
    • Capacity (40 pts) – vehicle, equipment, and human resources
    • Project understanding (20 pts)
    • Minimum 70 points required to proceed
  3. 80/20 Preferential Procurement Scoring:
    • 80 points: Price (lowest compliant bid = 80)
    • 20 points: Specific Goals – 10 pts for 51%+ Black ownership, 10 pts for Port St Johns locality

All preference claims require supporting documentation (e.g., CSD report, B-BBEE affidavit).
