The National Research Foundation – South African Agency for Science and Technology Advancement (NRF-SAASTA) has issued a Request for Quotation (RFQ) under reference number RFQ-166-2025-2026 for the supply, delivery, and installation of access control systems, automation of an exit sliding gate, and servicing of an exit roller door gate motor at its Didacta Building in Pretoria. The successful service provider must be validly registered with the Private Security Industry Regulatory Authority (PSIRA). Submissions close at 11:00 on Monday, 26 January 2026.

A compulsory briefing session will be held at the Didacta Building, and attendance is mandatory for all bidders.

Project Scope: Modernising Site Security Infrastructure

The scope of work includes:

  • Supply and install ZKT indoor reader units (4 units) and No Touch Exit Sensors (4 units)
  • Install 300kg Mag Locks, 12V 7AH power supplies, and 65kg door closers
  • Automate the existing D10 sliding gate motor to integrate with the new access system
  • Replace the old steel roller door with a new solid galvanised steel shutter (4.15m x 2.5m) and install a new RS05DC roller door motor
  • Realign the entrance sliding gate, which currently derails during operation
  • Remove obsolete gates and supply ClearVu Invisible Wall Panels for perimeter security

All equipment must be new, fully compatible with existing infrastructure, and include user training and operation manuals.

Mandatory Requirements: PSIRA Registration and Compliance

To be eligible, bidders must submit:

  • A valid PSIRA registration certificate
  • SARS Tax Compliance PIN or CSD supplier number (MAAA format)
  • B-BBEE Certificate (Level 1–8) or sworn affidavit
  • At least one verifiable reference letter for similar access control or gate automation work
  • Completed Standard Bidding Documents: SBD 1, SBD 4, and SBD 6.1
  • Proof of SANAS-accredited B-BBEE certification (if claiming points)

Failure to provide any of these documents will result in disqualification.

Evaluation Criteria: 80/20 Preferential Procurement System

Quotations will be evaluated using the 80/20 system as per the PPPFA Regulations 2022:

  • 80 points: Price (lowest compliant quote = 80; others scored proportionally)
  • 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership

Only compliant and responsive bids will proceed to scoring. All pricing must be VAT-inclusive and remain valid for 60 days from the closing date.
