The Passenger Rail Agency of South Africa (PRASA) has issued a Request for Proposal (RFP) under reference number 59-12-2025 GAU-CS for the once-off supply of customer service uniforms across its Gauteng region. The contract covers the design, manufacture, and delivery of professional, durable, and compliant uniforms for frontline staff, ensuring a consistent and dignified public-facing image. Proposals must be submitted by 12:00 on Monday, 9 February 2026, and a compulsory briefing session will be held on 26 January 2026 at 10:00 at Shosholoza Meyl Junction, Braamfontein.
This is a strategic procurement aimed at enhancing service quality, staff morale, and public perception through high-standard, functional workwear.
Scope of Supply: Full Uniform Kits for Frontline Customer Service Staff
The successful service provider will supply complete uniform ensembles, including:
- Shirts, blazers, trousers/skirts, and accessories as specified in the technical scope
- Gender-inclusive sizing across standard and custom fits
- Branded elements (badges, embroidery, color coding) aligned with PRASA’s brand guidelines
- Compliance with South African National Standards (SANS) for fabric durability, colorfastness, and wear resistance
All items must be new, unused, and delivered in sealed, labeled packaging per depot and staff role. The supplier is responsible for quality control, logistics, and on-time delivery across PRASA’s Gauteng operational network.
Mandatory Compliance and Pre-Qualification Requirements
Bidders must submit the following to be considered:
- Valid Central Supplier Database (CSD) registration number
- SARS Tax Compliance PIN or printed Tax Clearance Certificate
- B-BBEE Certificate (Level 1–8) or affidavit
- Proof of manufacturing capability or formal agency agreement with a certified uniform manufacturer
- Completed SBD 4 (Bidder’s Disclosure) and SBD 6.1 (Preference Points Claim)
- Certificate of Attendance from the compulsory briefing session
Joint ventures must register a joint CSD profile and submit individual compliance documentation for each partner.
Evaluation Process: 80/20 System with Post-Tender Negotiation
PRASA will evaluate proposals using the 80/20 Preferential Procurement system:
- 80 points: Price (lowest compliant bid = 80; others scored proportionally)
- 20 points: Specific Goals (Black, women, youth, disability, and military veteran ownership)
Shortlisted bidders may be invited to post-tender negotiations to submit best-and-final offers. PRASA reserves the right to split the award across multiple suppliers or appoint a single provider based on value and compliance.
