Rand Water Tender: Glazing Installation at Various Sites for 2 Years

Rand Water has issued a Request for Quotation (RFQ) under reference number 10416807 for the installation of glazing on various Rand Water sites on an as-and-when-required basis for a period of twelve (12) months. The scope includes supply, removal, cleaning, and installation of glass panes—including 4mm clear float glass and toughened laminated units—across operational facilities in Gauteng. Submissions must be completed exclusively via Rand Water’s Online Bids Application by 16:00 on Friday, 23 January 2026.

This is a responsive, demand-driven contract requiring precision, adherence to safety standards, and immediate mobilisation capability in live infrastructure environments.

Scope of Work: Glazing Installation and Maintenance Across Rand Water Sites

The selected contractor will be required to provide all labour, materials, tools, and equipment for glazing services at various Rand Water locations. Key deliverables include:

  • Removal and safe disposal of broken or existing glazing
  • Thorough cleaning of frames and surrounding surfaces
  • Installation of new glazing—including 4mm clear float glass and laminated toughened glass—with appropriate seals, beads, and fixings
  • Protection of adjacent finishes, furniture, and equipment during work execution
  • Full site cleanup and handover in accordance with Rand Water’s Building Supervisor instructions

All work must comply with the Occupational Health and Safety Act, National Building Regulations, and SANS 10400 standards. No work may commence without prior written authorisation from Rand Water’s Building Management.

Mandatory Compliance and Pre-Qualification Requirements

Bidders must submit the following to be considered:

  • Valid CIDB registration (Certificate of Contractor Registration)
  • COIDA Letter of Good Standing from the Department of Labour or an accredited insurer
  • Detailed project programme in Gantt chart format, aligned with Rand Water’s timelines
  • Company organogram and proposed team list (internal and external resources)
  • List of owned or leased plant and equipment relevant to glazing works
  • Records of at least three similar completed projects in the last five years
  • CSD registration number and proof of SARS tax compliance

Joint ventures must ensure all partners are CIDB-registered and submit a joint CSD profile.

Three-Stage Evaluation with 70% Functionality Threshold

Rand Water will evaluate submissions in three phases:

  1. Pre-Qualification & Responsiveness Check: Verification of mandatory documentation
  2. Functionality Evaluation (100 points):
    • Human Resource Capacity (25 pts)
    • Equipment Readiness (25 pts)
    • Past Performance & Safety Record (25 pts)
    • Project Programme Quality (25 pts)
    • Minimum 70 points required to advance
  3. Preference & Price Scoring:
    • 80 points for price (lowest compliant bid = 80)
    • 20 points for B-BBEE status level (Level 1 = 20 pts, Level 2 = 18 pts, etc.)

Rand Water reserves the right to apply a financial tolerance range to eliminate non-competitive pricing.

  • Bid Validity: 90 days from closing date
  • No briefing session will be held
  • Email, fax, postal, or late submissions will not be accepted

All pricing must be in South African Rand (ZAR), inclusive of VAT, and based on actual quantities executed—payment will be made only for verified, completed work.
