The Agricultural Research Council (ARC) has issued a Request for Quotation (RFQ) under reference number ISC01REQ002764 for the provision of tillage services on 0.25 hectares of land in Monte Christo Village, Steiloop, Limpopo (0617). This opportunity is aimed at supporting agricultural research activities through professional land preparation. Interested service providers must submit their quotations by 11:00 on Tuesday, 13 January 2026. Only compliant, fully documented submissions will be considered.
Scope of Work: Precision Tillage for Agricultural Research
The selected service provider will be required to perform tillage operations on a 0.25-hectare plot located in Monte Christo Village. The work must meet agronomic standards suitable for research purposes, ensuring uniform soil preparation that supports experimental crop trials. The service must be completed upon issuance of a purchase order, with clear indication of delivery date and methodology in the quotation. All equipment used must be operational, well-maintained, and appropriate for small-scale precision tillage in rural field conditions.
Mandatory Submission Requirements
To be eligible, bidders must submit the following documents alongside their quotation:
- Fully completed and signed Standard Bidding Documents (SBDs) included in the RFQ package
- A valid SARS Tax Compliance PIN
- A valid B-BBEE certificate or affidavit
- Proof of registration on the Central Supplier Database (CSD) with full CSD report (supplier number required)
- A bank confirmation letter verifying active business banking details
Quotations must be submitted via email to MtungwaF@arc.agric.za and must be on official company letterhead, duly signed, and include VAT-inclusive pricing in South African Rand.
Evaluation Criteria: 80/20 Preferential Procurement System
This RFQ will be evaluated using the 80/20 Preferential Procurement system as stipulated under the Preferential Procurement Policy Framework Act (PPPFA) and its 2022 Regulations:
- 80 points for price (lowest compliant quote receives full points; others scored proportionally)
- 20 points for Specific Goals, including:
- 6 points: 51%+ black-owned (Historically Disadvantaged Individuals)
- 4 points: 51%+ women-owned
- 4 points: 51%+ youth-owned (ages 18–35)
- 2 points: 51%+ owned by persons with disabilities
- 2 points: B-BBEE Level 1–4 contributor
- 2 points: Promotion of SMMEs
Bidders must complete the SBD 6.1 Preference Points Claim Form and attach supporting documentation (e.g., CSD report, B-BBEE certificate). Failure to claim or substantiate specific goals will result in zero points for that category.
Key Conditions and Compliance Obligations
Quotations must remain valid for a minimum of 90 days from the closing date. All prices must be firm, all-inclusive (VAT, delivery, labour, fuel), and non-negotiable unless initiated by ARC during due diligence. The ARC reserves the right to:
- Benchmark quoted prices against market rates
- Conduct due diligence on bidder credentials
- Reject any quotation that fails to meet administrative or technical requirements
- Accept or reject any or all quotations without providing reasons
The successful provider will be engaged under the National Treasury’s General Conditions of Contract and must comply with the ARC Supply Chain Management Code of Conduct.
