The Airports Company South Africa (ACSA) has issued a Request for Quotation (RFQ) under reference RFQ 73529 for the Maintenance of Fences, Gates, and Associated Works at OR Tambo International Airport for a period of twelve (12) months. This critical contract supports ACSA’s mandate to ensure robust perimeter security, asset protection, and operational integrity at South Africa’s busiest international gateway. The RFQ was published on Wednesday, 3 December 2025, with a closing deadline of Friday, 16 January 2026 at 11:00 AM.

Tender Overview and Airport Security Mandate

OR Tambo International Airport serves millions of passengers annually and handles sensitive cargo, making perimeter integrity non-negotiable. The appointed service provider will be responsible for routine and reactive maintenance of all security fencing, access gates, and related infrastructure across the airport precinct. This includes ensuring compliance with aviation security standards, addressing breaches promptly, and maintaining the aesthetic and functional integrity of boundary systems.

Scope of Maintenance Services Required

The scope includes comprehensive maintenance of:

  • Chain-link and palisade fencing across the entire airport perimeter
  • Vehicle and pedestrian access gates, including automation systems
  • Foundations, posts, hinges, locks, and signage
  • Vegetation clearance within 1.5 metres of fence lines to prevent concealment and corrosion
  • Prompt repair of damage caused by weather, wildlife, or human activity

The contractor must perform weekly inspections, submit monthly maintenance reports, and respond to emergency call-outs within 4 hours. All work must comply with ACSA’s Occupational Health and Safety protocols and aviation security directives.

Mandatory Qualifications and Documentation

To be considered responsive, bidders must:

  • Hold a valid CIDB grading of 3SQ or higher
  • Provide proof of COIDA registration and public liability insurance
  • Submit a valid SARS Tax Compliance Status (TCS) PIN
  • Be registered on the Central Supplier Database (CSD)
  • Include completed SBD 1 (Invitation to Bid), SBD 4 (Declaration of Interest), and pricing schedule
  • Demonstrate prior experience in airport or critical infrastructure perimeter maintenance

Failure to submit any mandatory document will result in disqualification.

Submission Guidelines and Email Protocol

  • Closing Date & Time: 16 January 2026 at 11:00 AM
  • Submission Method: Email only to acsarfq@airports.co.za
  • Critical Requirement: Bids must not be sent to any other email address, and CC/BCC of ACSA employees is prohibited
  • File Format: Submissions must be split into at least four (4) PDF attachments (max 4MB each) to ensure deliverability

Late, faxed, couriered, or hand-delivered submissions will not be accepted. The quoted price must be firm, inclusive of VAT, and valid for 90 days.

Evaluation Criteria and Contract Duration

The RFQ will be evaluated under the 80/20 Preferential Procurement System:

  • 80 points for price competitiveness
  • 20 points for specific empowerment goals (Black, women, youth, and disability ownership)

The contract will run for 12 months from the date of award, with services rendered on an as-needed basis under a formal Service Level Agreement (SLA). ACSA reserves the right to extend the contract based on performance.
