This contract will be awarded on a month-to-month basis for up to twelve (12) months, commencing on 02 January 2026. Tender Overview and Security Mandate
As a Schedule 3A public entity, the RAF is tasked with providing compensation and support to road accident victims across South Africa. The Beaufort West office serves a critical role in the Western Cape’s service delivery network, and safeguarding its premises, personnel, and sensitive client data is paramount. This RFQ aims to appoint a professional, PSIRA-compliant security provider to ensure 24/7 asset protection and operational continuity.
Scope of Security Guarding Services
The appointed service provider will be responsible for:
- Providing one (1) PSIRA-registered security officer for a 12-hour day shift (06:00–18:00), Monday to Friday
- Conducting hourly perimeter patrols, checking fences, gates, doors, and windows for integrity
- Monitoring for fire hazards, safety risks, and obstruction of lighting or surveillance
- Reporting all incidents and irregularities to RAF management
- Performing weekly supervisory site visits by the provider’s management team
- Supplying essential equipment: handheld two-way radio, metal detector, and alarm system with 24/7 armed response
The provider must also be available to support RAF events with ad-hoc security as required.
Mandatory Qualifications and Compliance Requirements
To be considered responsive, bidders must:
- Be PSIRA-registered and in good standing for Property Security and Guarding Services
- Maintain a physical office within 50km of Beaufort West (proof via utility bill, lease, or municipal account required)
- Submit valid SARS Tax Compliance Status (TCS) PIN
- Provide completed SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
- Include a detailed pricing schedule (inclusive of VAT) covering all personnel and equipment costs
All documentation must be submitted by the closing deadline. Incomplete or non-compliant bids will be disqualified.

Evaluation Criteria and Preference Points
The RFQ will be evaluated under the 80/20 Preferential Procurement System:
- 80 points for price competitiveness
- 20 points for specific empowerment goals (Black, women, youth, and disability ownership)
All preference claims must be substantiated with CSD reports or certified documentation. The RAF reserves the right to verify all declarations and may disqualify bidders who submit false information.
