The Okhahlamba Local Municipality in KwaZulu-Natal has issued an open tender (SOC 02/2026) for the appointment of a panel of service providers to render major events coordination and fund-raising services. This strategic three-year contract aims to position the municipality as a preferred entertainment and tourism destination by expertly managing national mega music, sports, and other major community events.
Scope of Services
The successful service provider(s) will be responsible for the end-to-end planning, coordination, and financial management of municipal events. Key deliverables include:
- Comprehensive coordination and logistical management of large-scale music, sports, and cultural events.
- Strategic fund-raising initiatives to ensure the financial viability and sustainability of municipal events.
- Development and execution of marketing and promotional strategies to maximize event attendance and regional tourism.
- Provision of detailed post-event reports, including financial reconciliations and performance metrics.
Mandatory Compliance Requirements
To be considered responsive, bidders must submit a complete and compliant documentation package. Essential submissions include:
- A valid Central Supplier Database (CSD) registration report (not older than three months).
- A valid SARS Tax Clearance Certificate with a status verification PIN.
- Certified company registration documents (CK) and other required statutory certificates.
- A valid B-BBEE certificate or sworn affidavit to qualify for preference points.
- All bids must be completed on the official municipal bid documentation in black ink, without any alterations or re-typing of forms.
Evaluation Criteria
Proposals will undergo a rigorous, multi-stage evaluation process. Bids will first be assessed for administrative compliance and functionality, which carries a weight of 70%. Qualifying bids will then be adjudicated in accordance with the Preferential Procurement Regulations of 2022, utilizing the 80/20 preference point system. This allocates 80 points for price competitiveness and 20 points for specific transformation goals, such as B-BBEE contribution and local enterprise development. The municipality reserves the right to accept the whole or part of a bid, or to reject any bid without stating reasons.
Submission Guidelines
There will be no briefing session for this procurement. Bid documents can be downloaded free of charge from the National Treasury eTender portal.
Sealed bids, with the contract number and description clearly endorsed on the envelope along with the bidder’s details, may be hand-delivered to the Okhahlamba Local Municipality’s bid box situated in the reception at 259 Kingsway Street, Bergville, 3350.
