    Ingquza Hill Local Municipality Seeks Cleaning Material Supplier

    The Ingquza Hill Local Municipality in the Eastern Cape has issued an open tender (IHLM/76/2026-27/ADMIN) for the supply and delivery of cleaning materials. This strategic procurement initiative aims to secure a reliable, high-quality, and cost-effective supply of essential cleaning consumables to maintain hygiene and operational standards across municipal facilities in Flagstaff and surrounding areas.

    Scope of Supply

    The successful service provider will be responsible for the consistent provisioning of cleaning materials on an as-and-when-required basis. Key operational deliverables include:

    • Supply and delivery of specified cleaning materials to designated municipal sites.
    • Adherence to strict delivery timelines to ensure uninterrupted municipal operations.
    • Compliance with all applicable South African quality and safety standards for cleaning products.
    • Provision of firm pricing that remains valid for the duration stipulated in the tender document.

    Mandatory Compliance Requirements

    To be considered responsive, bidders must submit a comprehensive and fully compliant documentation package. Essential submissions include:

    • A valid Central Supplier Database (CSD) proof of registration.
    • A current SARS Tax Compliance Status (TCS) PIN printout.
    • Fully completed and signed statutory declarations (MBD 1 to MBD 9) as attached to the tender document.
    • A signed letter from the bidder confirming that no undisputed municipal accounts are overdue by more than 30 days, accompanied by verifiable proof thereof.
    • Initials on each and every page of the tender document to confirm acknowledgment of all terms.

    Evaluation Criteria

    Proposals will be evaluated in strict accordance with the Ingquza Hill Local Municipality’s Supply Chain Management Policy and the Preferential Procurement Policy Framework Act. The evaluation process will assess administrative compliance, functionality, and price competitiveness. Bidders must meet all mandatory requirements to advance to the final adjudication stage, where the 80/20 preference point system will be applied to balance cost-effectiveness with specific transformation goals.

    Submission Guidelines

    There will be no briefing session for this procurement. Bidders must note a critical submission condition: no late, couriered, faxed, or emailed tenders will be accepted under any circumstances.

    Tender proposals must be submitted by hand in a sealed envelope, clearly endorsed on the outside with the tender number (IHLM/76/2026-27/ADMIN) and the tender description.
