The Marine Living Resources Fund (MLRF), a Schedule 3A public entity within the Department of Forestry, Fisheries and the Environment (DFFE), has issued a Request for Quotation (RFQ0001311). This strategic procurement initiative seeks to appoint a suitably qualified service provider to supply and deliver safety protective clothing for the Fisheries Management branch, specifically supporting the West Coast Rock Lobster Section in Cape Town and surrounding areas.

- Supply and delivery of specified safety protective clothing as detailed in the attached Annexure A of the RFQ.
- Delivery to the designated DFFE/MLRF facility at the Foretrust Building, Martin Hammerschlag Way, Foreshore, Cape Town, 8001.
- Provision of firm pricing in South African Rand, inclusive of VAT and all applicable taxes.
- Adherence to strict delivery timelines, as failure to deliver on agreed-upon dates may result in the cancellation of the Purchase Order.
Mandatory Compliance Requirements
To be considered responsive, bidders must meet stringent pre-qualification criteria. Essential submissions include:
- Proof of valid registration on the National Treasury’s Central Supplier Database (CSD).
- A current SARS Tax Compliance Status PIN, confirming that all tax matters are in order.
- A formal written quotation on the company’s official letterhead, clearly indicating the brand, model, and country of origin of the proposed goods.
- A completed breakdown quotation and a valid B-BBEE certificate or sworn affidavit to qualify for preference points.
Evaluation Criteria
Quotations will be evaluated in strict accordance with the Preferential Procurement Policy Framework Act (Act 5 of 2000) and the Preferential Procurement Regulations of 2022. The adjudication process utilizes the 80/20 preference point system:
- 80 points are allocated for price competitiveness.
- 20 points are awarded for specific transformation goals, including B-BBEE status level contribution.
Bids will first be screened for administrative compliance and functionality before advancing to the price and preference evaluation stage.
