Sentech Limited has issued a formal Request for Proposal (RFX6000003765) for the appointment of a qualified service provider to deliver comprehensive gardening and grounds maintenance services at its Cape Town offices. This strategic three-year contract aims to ensure that the facility’s grounds, gardens, lawns, open spaces, and associated external areas are consistently maintained in a clean, neat, safe, healthy, and aesthetically acceptable condition.
Scope of Services
The successful service provider will be responsible for the end-to-end management of the site’s horticultural needs. Key operational deliverables include:
- Provision of all necessary labour, supervision, equipment, machinery, tools, transport, materials, and consumables.
- Routine maintenance tasks such as grass cutting, edge trimming, weed removal, and light tilling or cultivation of soil.
- Application of suitable compost and fertilizer to designated garden areas, alongside responsible pest, disease, and plant health control.
- Regular leaf raking, collection of fallen branches and grass cuttings, and the lawful removal and disposal of all garden refuse.
- Execution of ad hoc gardening duties, minor garden bed rehabilitation, and plant repositioning as directed by the Sentech representative.
Non-Compulsory Briefing Session
While attendance is not mandatory, a site briefing is highly recommended for prospective bidders to assess the site conditions, total area, open-space areas, and existing garden beds. The session is scheduled for Friday, 13 November 2026, at 09:30. It will be held at 39b Silwerboom Avenue, Plattekloof, Cape Town, 7500.
Mandatory Compliance Requirements
To be considered responsive, bidders must submit a stringent compliance package demonstrating operational legitimacy. Essential documentation includes:
- A valid Central Supplier Database (CSD) registration report reflecting an active MAAA status.
- A current SARS Tax Compliance Status PIN.
- A valid B-BBEE certificate or sworn affidavit.
- A fully completed and signed Sentech Supplier Consent Form.
- A completed Standard Bidding Document (SBD) 4: Declaration of Interest.
Evaluation Criteria
Proposals will undergo a rigorous two-stage evaluation process. Bidders must first pass the functionality assessment, which evaluates company experience in relevant gardening and grounds maintenance services, as well as the experience of key personnel (such as the proposed supervisor). A minimum threshold of 75 out of 100 points is required to qualify. Bids that meet this threshold will proceed to the final stage, adjudicated on price and specific goals using the 80/20 preferential procurement point system.
