This 36-month contract operates on an as-and-when-required basis, addressing the municipality’s ongoing operational needs.
Tender Overview and Scope
This open tender (MLM/BTO/TMS/2027-2029) covers a comprehensive range of office supplies, including paper, writing instruments, filing and storage items, envelopes, and printer consumables. The contract spans three years from the date of award, with delivery required within 48 hours of an official purchase order.
Mandatory Requirements
Bidders must submit the following documents to avoid disqualification:
- Municipal account for the business and directors, not in arrears for more than 90 days
- Company registration certificate (CIPC)
- Completed MBD 1, MBD 4, MBD 6.1, MBD 8, and MBD 9 forms
- COIDA Letter of Good Standing
- Certified ID copies of owners, directors, and shareholders
- Recent CSD summary report
- Authority for signatory on company letterhead
- All pages signed, initialed, and completed
Technical Evaluation
Bidders must achieve a minimum functionality score of 60 points out of 100. Scoring criteria include capability and experience (30 points), value of work awarded (30 points), delivery methodology (20 points), and locality (20 points). Bidders must have a stationery shop or warehouse within a 65km radius of the Moretele Municipality’s Main Building.
Pricing and Preference Points
The 80/20 preference point system applies. Price carries 80 points, while specific goals account for 20 points. Prices must remain fixed for the first 12 months, with any adjustment thereafter requiring written motivation and approval. All quoted prices must include VAT, delivery, packaging, and handling.
