The Free State Department of Social Development has issued an open tender (FSDSD (T) 003/2026) for the appointment of service providers to render event management services across all Free State districts. This strategic three-year contract targets capable event coordinators to support the department’s community outreach, stakeholder engagement, and social welfare initiatives.
Scope of Services and Provincial Coverage
The appointed service provider(s) will render comprehensive event management services across all Free State districts . The scope includes:
- Catering Services: Breakfast, lunch, dinner, mass catering (potjiekos, platters), and light snacks with detailed menu specifications
- Audio Visual Equipment: PA systems, sound systems with backline for live bands, data projectors and screens, plasma screens, cordless and lapel microphones
- Staging: Various indoor and outdoor stages with roofing, ramps, stairs, and hand rails
- Furniture and Seating: Aki chairs, banquet chairs, couches, cocktail tables, conference tables
- Marquee Tents and Stretch Tents: Various sizes from 6m to 24m frames with wooden flooring and carpet tiles
- Decor and Draping: Roof draping, candelabras, centrepieces (urns, glass, rusted), table stands, and floor stands
- Ablution Facilities: Non-flush and flush toilets, executive portable, and toilets for persons with disabilities
- Generators and Backup Power: 6.5kva to 185kva generators
- Additional Services: Security/marshals, waste removal, signage, and compliance certificates
Mandatory Functionality and Local Preference
Proposals will be evaluated on functionality, price, and specific goals. The department heavily rewards local economic development by allocating preference points to enterprises located within the Free State province. Bidders must submit verifiable proof of their physical address, such as a municipal account or lease agreement, to claim these targeted points.

- Tax Compliance Status with SARS
- SBD 1 – Invitation to Bid completed and signed
- SBD 3.1 – Pricing Schedule (Firm Prices) completed
- SBD 4 – Bidder’s Disclosure completed and signed
- SBD 6.1 – Preference Points Claim Form completed
- EME or QSE Sworn Affidavit (if claiming points)
