Ingquza Hill Local Municipality invites bids (IHLM/198/2025-26/ROADS) to establish a panel of building contractors for a period of three years. This strategic opportunity targets CIDB-graded enterprises to execute critical infrastructure projects across the Eastern Cape municipality.
Scope of Works and Project Scope
The appointed panel will handle various building projects on an as-and-when-required basis. Key works include:
- Construction of new buildings (libraries, taxi ranks, and offices).
- Rehabilitation of existing council buildings.
- Restoration and rehabilitation of heritage and monument buildings. Contracts will be governed by the JBCC series 2000 Principal Building Agreement.
Mandatory Documents for Submission
Potential bidders must submit the following documents when submitting their proposals, failure to do so will render the bid not responsive:
- Valid Full CSD Proof of registration
- Completed and Signed Declarations (MBD1-9) attached on the tender document
- A Valid SARS TCS Pin printout
- A signed letter by the bidder confirming that no undisputed municipal accounts are overdue by more than 30 days and proof thereof
- CIDB proof of registration

Subcontracting and SMME Integration
To promote local economic development, tenderers must list at least two special items of work intended for subcontracting. Subcontractor names will be supplied from the Ingquza Hill SMME database. Furthermore, all subcontractors constructing houses must be registered with the National Home Builders Registration Council (NHBRC).
