South African National Parks (SANParks) invites qualified service providers to submit quotations for the establishment of a community nursery in the core area of the new Grassland National Park. This Request for Quotation (SCMPRO23221) supports SANParks’ Vision 2040 and Mega Living Landscapes approach, fostering inclusive conservation through community partnership in the Elundini Local Municipality.
Project Scope and Deliverables
The appointed service provider will establish a functional community nursery to support agro-ecology initiatives and address local poverty challenges. Key deliverables include:
- Construction of nursery tunnels and infrastructure per technical drawings
- Supply and installation of irrigation systems and growing media
- Training of local community members in nursery management
- Establishment of propagation protocols for indigenous plant species
Eligibility and Submission Requirements
Bidders must demonstrate experience in nursery establishment, community engagement, and agricultural project management. Submissions must include completed SBD forms, valid tax compliance, CSD registration, B-BBEE certification, and proof of relevant project experience. Attendance at the pre-bid clarification meeting is mandatory. Bidders who fail to attend will be disqualified.

Evaluation and Preference Points
Proposals will be evaluated using the 80/20 preference point system. Specific goals allocation includes 10 points for local suppliers within Joe Gqabi District Municipality. Only bidders meeting minimum functionality thresholds will proceed to price evaluation.
