The Mvula Trust has issued an open Request for Bid (RFB) under reference number TMT-SCMU 2025/26-PSP-KZN02 for the establishment of a Panel of Multi-Disciplinary Professional Service Providers (PSPs) to deliver comprehensive construction project management services for water, sanitation, and fencing infrastructure projects in public schools across KwaZulu-Natal. The panel will be active for a period of 36 months, enabling the Trust to rapidly mobilize qualified teams for time-sensitive, donor-funded development initiatives.

Published on 25 February 2026, this tender aims to pre-qualify a pool of integrated professional teams capable of executing full-cycle infrastructure delivery—from concept and design through to construction supervision and handover—under the Department of Education’s School Infrastructure Programme. The Mvula Trust, acting as an implementing agent for national and provincial government, requires technically competent, compliant, and responsive firms to ensure efficient, transparent, and high-quality service delivery.
Scope of Work: Water, Sanitation & Fencing Projects in KZN Schools
Appointed PSPs will be responsible for providing Stages 1–6 professional services, including:
- Feasibility studies and site assessments
- Detailed design and documentation
- Quantity surveying and cost planning
- Environmental and occupational health compliance
- Construction supervision and contract administration
- As-built documentation and project close-out
Projects will primarily focus on water supply systems, sanitation facilities (toilets), and perimeter fencing in underserved public schools. Bidders must demonstrate experience in similar public-sector infrastructure work and commit to deploying a fully resourced, registered team.

Mandatory Documentation and Team Composition Requirements
Bidders must submit a complete technical and administrative package, including:
- Valid COIDA Letter of Good Standing
- Fully completed and signed Standard Bidding Documents (SBDs)
- Proof of CSD registration
- B-BBEE affidavit or certificate
- Professional registration certificates for all key personnel
- Participation confirmation letters from each team member (Principal Agent, Civil Engineer, Architect, Quantity Surveyor, OHS Agent, Electrician, Project Admin) confirming 100% availability
- Joint Venture Agreement (if applicable), signed by all parties
Incomplete submissions or teams with unavailable personnel will be disqualified.
Evaluation Criteria and Preference Point System
Evaluation occurs in two stages:
- Mandatory Compliance Check: Verification of all required documents and registrations.
- Functionality Assessment (Minimum 70/100 required):
- Key Personnel Qualifications & Availability – 60 points
- Company Experience in School Infrastructure – 30 points
- Locality within KwaZulu-Natal – 10 points
Only bidders scoring 70+ points proceed to the 80/20 Preferential Procurement evaluation:
- 80 points for competitive pricing (when quotes are requested per project)
- 20 points for specific empowerment goals (Black, women, youth, disability ownership)
Successful bidders will be listed on the approved PSP Panel but are not guaranteed work. The Mvula Trust will invite top-ranked panelists to quote on individual projects as they arise.
