The Kouga Local Municipality in the Eastern Cape has issued an open tender (Notice No: 270/2026) for the appointment of a panel of service providers for body refurbishments. This strategic three-year contract aims to establish a reliable network of qualified contractors to maintain and refurbish municipal vehicles, ensuring operational efficiency, safety, and cost-effective fleet management for the municipality.

Scope of Services

The appointed service providers will be responsible for delivering high-quality vehicle body repair and refurbishment services. Key operational deliverables include:

  • Timeous delivery of vehicles with work executed to a high level of service excellence.
  • Adherence to a strict lead time not exceeding four weeks from the date of the official order per vehicle.
  • Superior quality of craftsmanship in all bodywork, painting, and structural repairs.
  • Compliance with all municipal Key Performance Indicators (KPIs), with service providers being formally notified of any performance shortfalls.

Compulsory Virtual Briefing Session

Attendance at the virtual clarification session is strictly mandatory. Failure to attend will result in the immediate disqualification of the bid. The session is scheduled for Wednesday, 18 November 2026, at 10:00. It will be hosted via Microsoft Teams. Prospective bidders must use the direct link provided in the tender advertisement to access the meeting and ensure their technical setup is ready prior to the start time.

Mandatory Compliance Requirements

To be considered responsive, bidders must submit a comprehensive and fully compliant documentation package. Essential submissions include:

  • A valid National Treasury Central Supplier Database (CSD) Summary report.
  • A current SARS Tax Compliance Status PIN.
  • Proof of registration on the Kouga Municipality’s internal Supplier Database.
  • An original hard copy of the completed tender document, accompanied by an electronic copy saved on a USB flash drive or SD card. Failure to submit both formats will deem the bid non-responsive.
  • Completed and signed Declaration of Interest forms, confirming no conflicts of interest or state employment.

Evaluation and Appointment Criteria

This tender utilizes a unique evaluation framework focused on capacity and capability. Bidders will be evaluated based on functionality, with a minimum functional assessment score of 70% required. All bidders who meet or exceed this minimum threshold will be appointed to the panel. While specific goals (such as B-BBEE status) will be tested during the evaluation stage, they are not used as elimination criteria for this specific panel appointment process. The municipality reserves the right to appoint more than one contractor and is not bound to accept the lowest tender.
