The Johannesburg Development Agency (JDA) has issued a formal Request for Proposal (RFP JDAMRKT/DIGITAL SCREENS/11/2026) for the appointment of a qualified Digital Strategist. This strategic 36-month contract aims to enhance the agency’s public communication infrastructure by developing a comprehensive digital strategy and configuring, managing, and maintaining the JDA’s digital screen communications system across its project sites and facilities in Gauteng.

Scope of Services

The successful service provider will be responsible for the end-to-end management of the JDA’s digital communication assets. Key operational deliverables include:

  • Developing and implementing a robust, forward-looking digital strategy aligned with the JDA’s urban development and public engagement goals.
  • Configuring, updating, and maintaining the hardware and software of the JDA’s digital screen communications network.
  • Ensuring all digital content is optimized, secure, and consistently reflects the JDA’s corporate identity and project milestones.
  • Providing ongoing technical support, troubleshooting, and regular performance reporting on the digital signage ecosystem.

Compulsory Briefing Session

Attendance at the official briefing session is strictly mandatory. Failure to attend will result in the immediate disqualification of the proposal. The session is scheduled for Tuesday, 10 November 2026, at 10:00. It will be held at The Auditorium, Johannesburg Development Agency, Ground Floor, The Bus Factory, 3 Helen Joseph Street, Newtown, Johannesburg, 2000. Bidders are advised to arrive promptly to complete all necessary administrative sign-ins.

Mandatory Compliance Requirements

To be considered responsive, bidders must submit a comprehensive compliance package demonstrating technical expertise and operational legitimacy. Essential documentation includes:

  • A current SARS Tax Compliance Status PIN.
  • A valid Broad-Based Black Economic Empowerment (B-BBEE) certificate or sworn affidavit.
  • Certified company registration documents (CIPC) and identity documents of all directors.
  • A detailed portfolio or case studies proving at least three (3) years of experience in digital strategy formulation and digital signage network management.

Evaluation Criteria

Proposals will undergo a rigorous, multi-stage evaluation process. Bidders must first pass the functionality assessment, which evaluates technical capability, proposed methodology, and relevant industry experience. Qualifying bids will then be adjudicated using the Preferential Procurement Policy Framework Act’s preference point system. This balances price competitiveness with specific transformation goals, heavily weighting B-BBEE contribution and local enterprise development.
