The Electoral Commission of South Africa (IEC) has issued an open tender (IEC/EC-01/2026) for the appointment of a professional security service provider to safeguard its Eastern Cape Provincial Office and Warehouse facilities. This strategic three-year contract aims to ensure the protection of electoral assets, sensitive materials, and personnel, supporting the IEC’s constitutional mandate to conduct free and fair elections across the province.

Scope of Security Services

The successful service provider will be responsible for delivering comprehensive security solutions at designated IEC facilities in the Eastern Cape. Key operational deliverables include:

  • Provision of armed and unarmed security guarding services at the Provincial Office in Beacon Bay, East London, and the Provincial Warehouse within the Buffalo City Metropolitan area.
  • Implementation of strict access control measures, perimeter patrols, and asset protection protocols.
  • Rendering of tactical and close protection services when specifically requested by the Electoral Commission.
  • Management of security incidents, emergency response coordination, and maintenance of up-to-date security registers.
  • Operation of a dedicated, 24-hour security control room to facilitate immediate reporting and assistance during emergencies.

Non-Compulsory Briefing Session

While attendance is not mandatory, a tender briefing session is highly recommended for prospective bidders to gain a comprehensive understanding of the site-specific security requirements and operational expectations. The session is scheduled for Tuesday, 24 November 2026, at 11:00. It will be held at Helena Drive, Triple Point, Beacon Bay, KuGompo City.

Mandatory Compliance Requirements

To be considered responsive, bidders must submit a stringent compliance package demonstrating operational legitimacy and security industry accreditation. Essential documentation includes:

  • A valid Central Supplier Database (CSD) registration report reflecting an active MAAA status.
  • A current SARS Tax Compliance Status PIN.
  • A valid B-BBEE certificate or sworn affidavit.
  • Valid Private Security Industry Regulatory Authority (PSIRA) registration certificates for the company and all deployed security officers.
  • Proof of an established administrative office within the Eastern Cape, equipped for security service administration.
  • Fully completed Standard Bidding Documents, including SBD 1, SBD 4 (Declaration of Interest), and SBD 6.1 (Preference Points Claim Form).

Evaluation Criteria

Proposals will be evaluated in accordance with the IEC’s Supply Chain Management Policy and the Preferential Procurement Policy Framework Act. The adjudication process utilizes the applicable preference point system, balancing price competitiveness with specific transformation goals. Bidders will be assessed on their technical capability, company experience in providing similar security services, financial stability, and the proposed methodology for ensuring comprehensive site coverage, contingency planning, and incident management.
