The National Department of Agriculture has issued a formal Request for Proposal (5/2/2/1 (010) 2026-2027) for the appointment of service providers to supply fuel and execute the blasting of Redbilled Quelea. This strategic three-year contract is designed to protect South Africa’s small grain crops, such as maize, millet, sorghum, and wheat, from severe damage caused by quelea outbreaks, in accordance with the Agricultural Pest Act of 1983.
Scope of Services
The appointed service provider(s) will be responsible for rapid, highly specialized agricultural pest control operations. Key deliverables include:
- Execution of quelea blasting operations within 24 hours of receiving a formal request from an authorized departmental official.
- Procurement and supply of the required fuel for each explosion (averaging approximately 4,500 liters per operation), with reimbursement processed upon submission of valid tax invoices.
- Strict adherence to all safety protocols and environmental regulations during blasting operations to prevent damage to man-made structures or unintended ecological harm.
- Coordination of all necessary transport and blasting permits for explosives as mandated by the Explosives Act of 1956.
Mandatory Compliance Requirements
To be considered responsive, bidders must submit a stringent compliance package demonstrating operational legitimacy and safety readiness. Essential documentation includes:
- A valid Certificate of Registration with the Chief Inspector of Explosives (SAPS) specifically for blasting Redbilled Quelea.
- A fully completed and signed Pricing Schedule (SBD 3.3) on the prescribed template.
- A valid Central Supplier Database (CSD) registration report reflecting an active MAAA status.
- A current SARS Tax Compliance Status PIN.
- A valid B-BBEE certificate or sworn affidavit.
Evaluation Criteria
Proposals that meet all mandatory requirements will advance to the financial and transformation evaluation stage. The tender will be adjudicated using the 80/20 preference point system. Eighty points are allocated for price competitiveness, ensuring value for public funds. The remaining twenty points are awarded for specific transformation goals, including ownership equity for historically disadvantaged individuals, women, persons with disabilities, youth, and the promotion of South African-owned enterprises.
