The Passenger Rail Agency of South Africa (PRASA) has issued a formal Request for Proposal (DBN/OPS(BAC)013) to appoint a panel of service providers for CCTV maintenance in the KwaZulu-Natal region. This strategic 36-month contract, operating on an as-and-when-required basis, aims to address current resource constraints, mitigate theft and vandalism, and ensure the continuous functionality of over 2,000 security cameras across the provincial rail network.

Scope of Maintenance Services

The appointed panel members will be responsible for the comprehensive upkeep of critical security infrastructure. Key deliverables include:

  • Routine cleaning, focusing, and operational testing of all CCTV cameras and associated cabling.
  • Maintenance of main and mini kiosks, including breaker checks, switch cleaning, and fiber link verification.
  • Servicing of equipment and control rooms to ensure workstations, video walls, and environmental controls remain fully operational.
  • Rapid response repairs to minimize system downtime and ensure uninterrupted remote monitoring by Protection Services.

Compulsory Briefing Session

Attendance at the official site briefing is strictly mandatory. Failure to attend and sign the attendance register will result in the immediate disqualification of the bid. The session is scheduled for Thursday, 29 October 2026, at 10:00. It will be held at the Roof Level Entrance of PRASA RAIL KZN, 65 Masabalala Yengwa Avenue, Greyville, Durban Station. Respondents must provide their own transportation and accommodation.

Mandatory Compliance Requirements

Bidders must ensure the following documentation accompanies their submission:

  • Letter of Good Standing from the Compensation Fund (COIDA)
  • Valid SARS Tax Compliance Status (TCS) Pin
  • Central Supplier Database (CSD) registration number
  • Completion of all RFP documentation (Forms A, B, C, E, F, G, and SBD forms)
  • Certified B-BBEE certificate or SANAS-accredited certificate
  • Certified ID documents of owners (for black women ownership claims)
  • Signed Joint Venture or consortium agreement (if applicable)

Evaluation and Preference Criteria

Proposals will undergo a rigorous multi-stage evaluation process. Bidders must first achieve a minimum functionality threshold of 70% based on company experience, technical resources, and methodology. Qualifying bids will then be adjudicated using the applicable preferential procurement point system, balancing price competitiveness with specific transformation goals. PRASA reserves the right to negotiate a Best and Final Offer (BAFO) with selected respondents if required.
