City Power Johannesburg has issued an open tender (BID-2656S) for the provision of oil spillage cleaning and rehabilitation services. This critical procurement initiative aims to ensure the rapid, safe, and environmentally compliant cleanup of oil spills across City Power’s operational sites, protecting both public safety and the local environment in the greater Johannesburg area.

Scope of Services

The appointed service provider(s) will be responsible for comprehensive spill management and site rehabilitation. Key deliverables include:

  • Rapid deployment of specialized personnel and equipment for oil spill clean-up (measured in square and cubic meters).
  • Safe collection, transportation, and lawful disposal of contaminated materials and oil storage drums.
  • Site rehabilitation to restore affected areas to their original, safe condition.
  • Supply and maintenance of consumable spill kits for ongoing preventative readiness.
  • Strict adherence to City Power’s health, safety, and environmental specifications throughout the project lifecycle.

Mandatory Compliance Requirements

To be considered responsive, bidders must strictly adhere to the mandatory requirements outlined in the tender data. Failure to meet any of these will result in immediate disqualification:

  • A valid Compensation for Occupational Injuries and Diseases Act (COIDA) certificate from the Department of Labour or an authorized relevant entity.
  • A valid waste management license, specifically including hazardous waste, for the facility where the waste will be disposed of, issued by the Department of Forestry, Fisheries and the Environment (DFFE).
  • A fully completed Bill of Quantities (BoQ) as provided in the City Power bid document. Incomplete BoQ submissions will be deemed non-responsive.
  • A valid Central Supplier Database (CSD) registration report and a current SARS Tax Compliance Status PIN.

Evaluation Criteria

Proposals will undergo a rigorous evaluation process to ensure technical competence and value for money. Bidders must demonstrate at least three (3) years of relevant company experience in oil spillage cleaning and rehabilitation, supported by contactable reference letters on client letterhead. Furthermore, the evaluation heavily incentivizes local economic development, awarding specific preference points to suppliers located within the City of Johannesburg geographical area. City Power intends to appoint a maximum of two (2) companies for this contract.
